Howard is a village located in the U.S. state of Wisconsin. The population was 13,546 at the 2000 census; the July 1, 2007 population estimate is 16,436.

The village is located mostly within Brown County, though a small portion extends west into Outagamie County. The village is bordered to the east by the Bay of Green Bay, a sub-basin of Lake Michigan. Prior to being incorporated as the Village of Howard, the Town of Howard was commonly referred to as Duck Creek due to the Duck Creek waterway winding its way through the village.

The village has seen substantial growth in recent years due to its favorable location and having the intersection of US Highway 41 & State Highway 29 within its borders. Interstate 43, which provides direct access to Milwaukee, Wisconsin and Chicago, Illinois metropolitan areas, terminates in Howard.

The Wisconsin Department of Transportation is reconstructing US Highway 41 from Oshkosh to Howard. In Howard, this $100 million + project begins in earnest in 2009. Howard's desirable location (contiguous to Green Bay & close proximity to the Fox Valley), in conjunction with the US 41 reconstruction project has brough several national development companies looking to develop and redevelop properties.

The Highway US 41 reconstruction project description from the Wisconsin Department of Transportation web page is: "US 41 is a major north-south transportation corridor of significant importance to northeast Wisconsin and Brown County. Locally, it is a vital connection between the communities of the Fox River Valley and Green Bay. Regionally, it links the population centers of northeastern Wisconsin and upper Michigan to the Milwaukee and Chicago metropolitan areas. It is part of the National Highway System, and is a federal/state long-truck route. The segment of US 41 from Milwaukee to Green Bay has been identified as being eligible for interstate designation once upgraded to interstate standards. It is classified as a multi-lane backbone route on the Wisconsin Department of Transportation’s (WisDOT) Corridors 2020 plan, which allocates high priority funding to highways connecting major regions and economic centers."

History

The Green Bay area was discovered in 1634 by Jean Nicolet, a French voyager. The Town of Howard was established in 1835 and slowly developed along the Duck Creek as a center for mail delivery, farming, quarrying and lumbering. By 1856, a school was operating and the Town of Howard became well known for its Duck Creek stone quarries.

By 1959, the population had grown and the Town of Howard became incorporated as the Village of Howard. Residential, commercial and industrial growth has steadily continued since that time, creating a dynamic suburban community on Green Bay's northwest side.

Geography

Howard is located at coor dms|44|33|47|N|88|4|55|W|city (44.563091, -88.081856)GR|1.

According to the United States Census Bureau, the village has a total area of 22.9 square miles (59.4 km²), of which, 18.0 square miles (46.5 km²) of it is land and 5.0 square miles (12.9 km²) of it (21.67%) is water.

Howard has a favorable climate. Howard is located on the northern 44th parallel, which is the line of latitude that runs across the globe from Howard to Green Bay and continues through Bordeaux, France and Tuscany, Italy which are the world's finest wine regions.

Demographics

As of the censusGR|2 of 2000, there were 13,546 people, 5,236 households, and 3,691 families residing in the village. The population density was 753.7 people per square mile (291.0/km²). There were 5,350 housing units at an average density of 297.7/sq mi (114.9/km²). The racial makeup of the village was 96.16% White, 0.73% African American, 0.90% Native American, 0.78% Asian, 0.01% Pacific Islander, 0.32% from other races, and 1.10% from two or more races. Hispanic or Latino of any race were 1.09% of the population.

There were 5,236 households out of which 38.2% had children under the age of 18 living with them, 57.7% were married couples living together, 9.3% had a female householder with no husband present, and 29.5% were non-families. 21.7% of all households were made up of individuals and 6.0% had someone living alone who was 65 years of age or older. The average household size was 2.57 and the average family size was 3.04.

In the village the population was spread out with 27.8% under the age of 18, 8.6% from 18 to 24, 34.8% from 25 to 44, 21.3% from 45 to 64, and 7.5% who were 65 years of age or older. The median age was 34 years. For every 100 females there were 96.6 males. For every 100 females age 18 and over, there were 94.7 males.

The median income for a household in the village was $51,974, and the median income for a family was $56,579. Males had a median income of $40,081 versus $25,900 for females. The per capita income for the village was $21,688. About 3.2% of families and 4.3% of the population were below the poverty line, including 4.7% of those under age 18 and 3.7% of those age 65 or over.

Law and government

The Village of Howard operates on a Village President – Board of Trustees – Village Administrator form of government. The Village President & Board of Trustees of Howard are responsible for establishing policies for the Village. The Village Board meets twice monthly (the second & fourth Monday of every month at 6:30pm at Village Hall, located at 2456 Glendale Avenue). All residents are encouraged to attend meetings.

The Village President is responsible for making appointments to numerous boards/commissions and for chairing the Village Board meetings. The Village Board as a whole is responsible for establishing an annual village tax rate, approving an annual budget, setting all formal village policies and establishing the strategic direction of the Village.

The Howard-Suamico School District is located ten miles northwest of Green Bay, Wisconsin’s historic Lambeau Field. With over 5,236 students served in eight schools, the school district is the 29th largest school district in the State of Wisconsin (based on 426 districts).

The Howard-Suamico School District prides itself on delivering a comprehensive education to every child. They are known throughout the region for their quality programs and exceptional co-curricular opportunities that they provide to each child. In September 2005, Howard-Suamico was included in the greater Green Bay area’s recognition as one of the nation’s 100 Best Communities for Young People by America’s Promise. This award recognized the broad base of commitment for providing healthy, safe and caring environments for students.

Parks

The Village of Howard has 21 parks spanning hundreds of acres that provide excellent opportunities for recreation, relaxation and family fun. Howard’s Memorial Park is the trail head of the Mountain Bay Trail which runs through three counties in northeast Wisconsin and is 83 miles long (6 miles in Brown County).

Akzo Nobel Park is a premiere recreation facility that features four softball diamonds, ten soccer fields and an 18-hole disc golf course. Various softball and soccer tournaments are held at our park throughout the summer.

Meadowbrook Park is a 92.25 acre major outdoor recreation area. It consists of a paved 1.25 mile trail, gently sloping open areas, wooded lowlands, wetlands and hills. The park also features a lighted sledding hill, a fully-fenced baseball diamond, open air shelter with grill, a full-size basketball court and restrooms.

The Village of Howard also operates “Village Green.” This nine-hole municipal golf course presents a challenge to experienced golfers while providing an opportunity for beginners to learn the game as well. Village Green is a fully irrigated, par 36 course which features two difficult par 5 finishing holes.

Public Safety

Police department

*The Village of Howard and Brown County work as a cohesive unit to provide its' citizens with the best possible police services. Protection involves the prevention, detection, apprehension, prosecution, and detention of those persons who violate criminal or civil, state or local laws.

*The Village of Howard contracts its law enforcement services from the Brown County Sheriffs Department.

*The Village's main patrol station is located at Village Hall in conjunction with the fire department.

Fire department

*The Village of Howard has an award winning paid on-call fire department, which utilizes a full-time Fire Chief and two assistant Fire Chiefs.
*The Village also contracts for Emergency Medical Services (EMS) through a private emergency medical services company. All three public safety branches can be reached in time of emergency by calling 911.
