EUCLID, also called Euclid University, is an intergovernmental non-profit institution chartered as a university and umbrella organization dedicated to sustainable development. Its legal framework was formalized in 2008.

The organization intentionally limits participation on an invitation basis [ [http://www.euclid.int/eligiblecountries.asp Eligible States / Institutions ] ] . The official languages are English and French.

Background and constitution

The formation of EUCLID as an independently chartered and degree-granting institution is closely connected to the need to insure international utility and recognition for the programs offered by the Euclid University Consortium. Prior to the constitution of EUCLID, the consortium depended on its member schools for actual degree issuance and accreditation. In spite of the direct approval by the Minister of Education of Chad (as supervisory Ministry of the University of N'Djamena), this approach effectively prevented the Euclid University Consortium from being recognized as an accredited institution since it had no direct and explicit governmental charter and accreditation.
In January 2008, Syed Zahid Ali, the senior official of IOSD, the administrative organization for the Euclid Consortium, presented to various governments a new legal framework called EUCLID Phase 2 [http://www.iosd.org/news.asp (Entry for January 2008)] . Considering the fact that many senior officials from various governments had taken advantage of the Euclid's program, the new framework would ensure direct governmental oversight, charter and accreditation for the proposed new institution. The new framework was presented as inspired by the model of the Academy of European Law.
The constitutive intergovernmental agreement, in the form of a Memorandum of Understanding, was approved by the governments of the initial participating parties in April 2008. Notably, this intergovernmental agreement was careful to specify both an explicit degree-granting charter and accreditation by the Ministries of Education for the new institution.

Legal status, structure and organization

According to the MOU, EUCLID (Euclid University) is defined as an having international legal personality and was granted a .int domain name under IANA regulations.
