PhD in Government (LSE)Anthony Cheung Bing-leung, BBS, JP (Chinese: 張炳良; born 17 November 1952) is the current President of the Hong Kong Institute of Education.
He was a member of the Legislative Council of Hong Kong and a vice-chairman of the Democratic Party of Hong Kong. He is at present a non-official member of the Executive Council of Hong Kong. He is the only member with a pro-democracy camp background in the council.[1]
Cheung founded SynergyNet, a policy think tank, and provides public comment on policy issues. In 2011, he called for a separate regulatory code for the emerging class of political assistants and policy advisers, who are between civil servants and executive officials.[2]
At present, Cheung also serves as the chairman of both the Hong Kong Consumer Council and the Subsidised Housing Committee of the Hong Kong Housing Authority.[3]
Education
Cheung is a gradudate of Wah Yan College, Hong Kong, a prestigious all male Roman Catholic Jesuit school in Hong Kong. He has a PhD in Government from the London School of Economics, an MSc in Public Sector Management from Aston University and a BSocSc in Sociology and Economics from the University of Hong Kong (1974).
