Albanian parliamentary election, 2001

The 2001 Albanian parliamentary election took place in June and July 2001 to elect members of the Assembly of Albania. The governing Socialist Party of Albania was re-elected, retaining an overall majority and Ilir Meta remained Prime Minister as a result.

Campaign

The President of Albania Rexhep Meidani announced on 18 April 2001 that the first round of the elections would be held on the 24 June with the second round on 8 July.cite web| url = http://www.pecina.cz/files/www.ce-review.org/01/14/albanianews14.html | title = News from Albania | accessdate = 2008-07-27 | date = 2001-04-23 | publisher = "Central Europe Review"] The governing Socialist Party had the aim of gaining 60% of the vote in order to have a sufficient majority to elect a new President in 2002. They campaigned on infrastructure improvements such as in communication and transport and on their record in restoring order and economic growth.cite web| url = http://news.bbc.co.uk/1/low/world/europe/1405944.stm | title = Socialists claim Albania poll victory | accessdate = 2008-07-30 | date = 2001-06-25 | publisher = "BBC Online"] They were also boosted by achieving the opening of negotiations with the European Union on a Stabilisation and Association Agreement just before the election.cite web| url = http://www.aimpress.ch/dyn/trae/archive/data/200106/10623-006-trae-tir.htm | title = PARLIAMENTARY ELECTIONS IN ALBANIA: A MISSION POSSIBLE?! | accessdate = 2008-07-27 | date = 2001-06-21 | publisher = "Alternative Information Network"]

The main opposition party, the Democratic Party of Albania led by ex-President Sali Berisha had moderated it's message after losing the 2001 local elections. They formed a coalition of right wing parties, the Union for Victory Coalition, and said that they were open to dealing with other parties if they won the election. They hoped to make gains due to public concern over corruption and the continuing poverty in Albania.

The campaign was generally peaceful and with no reliable opinion polls most observers expected the ruling Socialists to be re-elected with a smaller majority.cite web| url = http://news.bbc.co.uk/1/hi/world/europe/1404804.stm | title = Albania goes to the polls

First round

Both main parties initally claimed victory after the first round on the 24 June in which turnout reached about 60%. The governing Socialist party claimed that they won 45 of the 100 seats.cite web| url = http://www.guardian.co.uk/world/2001/jun/26/2 | title = Albanian opposition alleges election fraud | accessdate = 2008-07-30 | date = 2001-06-26 | publisher = "guardian.co.uk"]

Monitors from the Organization for Security and Co-operation in Europe (OSCE) described the election as having made progress towards international democratic standards. However the opposition Democratic party claimed there was widespread intimidation and electoral fraud. Procedural differences led to polling stations being kept closed in Lushnje leading to voting having to be delayed for about 30,000 people.cite web| url = http://query.nytimes.com/gst/fullpage.html?res=940DEFDB1330F936A15755C0A9679C8B63 | title = Violence Mars Albania Vote for Parliament | accessdate = 2008-07-30 | date = 2001-06-25 | publisher = "The New York Times"]

The results of the first round showed that the Socialists won 33 seast as against 17 won by the Democrats.cite web| url = http://news.bbc.co.uk/1/hi/world/europe/1428340.stm | title = Albania urged to accept vote result | accessdate = 2008-07-30 | date = 2001-07-08 | publisher = "BBC Online"]

Run-off vote

A run-off vote to decide the winner in 51 districts where no candidate won over half the vote in the first round was held on 8 July. Another 40 seats were decided in proportion to the share of the vote each party won.cite web| url = http://news.bbc.co.uk/1/hi/world/europe/1429105.stm | title = Albanian opposition condemns 'ballot fixing' | accessdate = 2008-07-30 | date = 2001-07-08 | publisher = "BBC Online"]

Aftermath

The constitutional court ruled that voting had to be repeated in eight districts on 22 July and a further two on 29 July.cite web| url = http://www.tol.cz/look/BRR/tolprint.tpl?IdLanguage=1&IdPublication=9&NrIssue=1&NrSection=1&NrArticle=1585 | title = Electoral Marathon | accessdate = 2008-07-30 | date = 2001-07-23 | publisher = "Transitions Online"] International observers described the elections as a whole as having been free and fair.cite web| url = http://news.bbc.co.uk/1/hi/world/europe/1465099.stm | title = Albanian opposition attacks election ' farce' | accessdate = 2008-07-30 | date = 2001-07-30 | publisher = "BBC Online"]

However the opposition Democrats said they would not accept the results. They described the election as a farce and started a boycott of Parliament. The boycott lasted for six months until January 2002 when Sali Berisha announced that his party was returning to Parliament.cite web| url = http://query.nytimes.com/gst/fullpage.html?res=9C04E5DB113AF933A05752C0A9649C8B63 | title = As Split of Albania Socialists Worsens, Prime Minister Quits | accessdate = 2008-07-30 | date = 2002-02-30 | publisher = "The New York Times"]
