It is planned to an open world racing game, with players experiencing varying weather effects such as tornadoes and sandstorms and a full day-night cycle. The game world is said to be 14 square kilometers big and players would be able to go anywhere they want. The gameworld will not have any loadingtimes while racing from one point to another. The players get to choose from a variety of both 2-wheel vehicles as 4-wheel vehicles.

FUEL evolved from a game Asobo Studios announced in 2005, called Grand Raid Offroad [cite web|url=http://pc.ign.com/articles/902/902046p1.html|title=GC 2008: Fuel Preview|last=Robinson|first=Martin |date=August 22, 2008|publisher=IGN|language=English|accessdate=2008-08-22] .
