Jaan Kirsipuu (born July 17, 1969 in Tartu) is a former Estonian road bicycle racer, living in France. He was one of Estonia's top athletes. He is the only rider to drop out of the Tour de France 13 consecutive times. In spite of this, he won multiple stages and wore the yellow jersey for six days in 1999. Kirsipuu retired at the end of the 2006 but participated in the 2007 Estonian championship, becoming time trial champion for the sixth time.
