France and France Télévisions continued their participation at the Eurovision Song Contest, taking part at the Eurovision Song Contest 1991, held in Rome, Italy.

France Télévisions continued to select their entry internally, choosing Amina Annabi to sing for France with the song "C'Est Le Dernier Qui A Parlé Qui A Raison".

One of the favourites to win, Annabi performed 9th of 22, following Sweden and preceding Turkey. At the close of the voting the song had received 146 points, coming joint 1st place with Sweden's Carola. After the four-way tie at the 1969 contest, a tie-break system had been implemented, where a count-back on the number of top points awarded was used. Since both countries received four 12-points, but Sweden gaining five 10-points over France's two, Sweden was declared the winner with France coming second.
