After many dissapointing results since Andorra's debut in 2004, on top of Andorra's poor 15th place at the 2008 contest, RTVA announced in June 2008 that they had not decided on whether or not they would be present at the 2009 contest. National final

RTVA announced a proposed format for the Andorran national final, that would see three semi-finals and a final being held, with both jury and televoting being used to select the winner, and Andorra's representative for Eurovision 2009.

At Eurovision

Since Andorra did not reach the final of the 2008 contest, it will have to compete in one of the two semi-finals.
