New Zealand's Earthquake Commission ("EQC") provides primary natural disaster insurance to the owners of dwellings in New Zealand. It manages a fund of $NZ5.4 billion [ http://www.treasury.govt.nz/economy/overview/2008/23.htm ] . History

EQC was established in 1945 as the "Earthquake and War Damage Commission" and was originally intended to provide coverage for earthquakes as well as war damage. Coverage was eventually extended to natural disasters more generally and coverage for war damage was removed.
