Michael Douglas Finley (born July 25, 1946) is a Canadian Senator and was formerly campaign manager for the Conservative Party of Canada during the 2006 and 2008 federal elections and the party's director of political operations.[1] He is described often as Harper's "number two man" who vets and disciplines candidates and MPs. In August 2008, while the Commons ethics committee was investigating Conservative overspending in the 2006 election, he was "escorted by security from the Commons... last month after showing up unexpectedly and refusing to budge. The committee had tried to serve him with a subpoena to testify later that week about allegations of election misspending," but Finley dodged appearing. Finley complained to the CBC about reporter Krista Erickson and was instrumental in getting her temporarily suspended from reporting on the House. He has also been involved with the Scottish National Party and the former Reform and Canadian Alliance parties (which was eventually dissolved into the current Conservative Party).

On August 27, 2009, it was announced that Finley would be appointed to the Senate.

Elections Canada said the party violated the rules by moving funds in and out of local ridings to pay for national ads, allowing the party to breach the cap and for the candidates to claim rebates on expenses that weren't actually incurred.

Finley is married to cabinet minister Diane Finley.[2]

Business career

In his professional life, Finley worked for Rolls Royce Canada, where he rose to the position of Director of Production, Strategic Planning and New Business Development. He then served as President of Standard Aero and Senior Vice President of AvCorp Industries. More recently he worked as General Manager and Chief Operating Officer of Fernlea Flowers in Southwestern Ontario.[3]
