Monroe Swan (June 2, 1937) is a Wisconsin politician.

Born in Belzoni, Mississippi, Monroe was an employment counselor. In 1972, Monroe was elected to the Wisconsin State Senate from Milwaukee, Wisconsin.[1] Monroe served the 6th District from 1973 until his removal of office, because of his felony conviction of illegally using federally funded employment money for his political campaign.[2]
