John Stephen "Steve" Horn (born May 31, 1931) is a former Republican congressman from California.

Born in San Juan Bautista, California, he earned his bachelor's degree from Stanford University in 1953 and went on to earn a master's degree in public administration from Harvard University in 1955. In 1958 he earned his Ph.D. at Stanford University. He served as President of California State University Long Beach from 1970 until 1988 when he resigned to run unsuccessfully for congress. In 1992 Horn was elected as a Republican to the One Hundred Third Congress in a newly drawn district centered around Long Beach, California. A moderate, he won the Democratic-leaning seat four more times before retiring in 2002. His district had been eliminated during the 2001 reapportionment.
