He was elected in the 2006 federal election. OnFebruary 6 ,2006 , Blackburn was appointed Minister of Labour and Housing inPrime Minister Stephen Harper 's Cabinet. Blackburn also served as aProgressive Conservative Party of Canada MP from 1984 to 1993 when he was defeated in Jonquière. In 1993, he was the Parliamentary Secretary to the Minister of National Defence.A businessman, Blackburn holds bachelor's degree in administration and a master's in regional studies and intervention from the
