Patrol Special police

Patrol Special Officers and their Assistants are security guards in the city of San Francisco, California. Patrol Special Officers receive their appointment from the San Francisco Police Commission which has oversight responsibility for the entire Patrol Special Program. They are not law enforement and have no powers of arrest.

Patrol Special Officers were created under the San Francisco City Charter and are defined as private police that contracts with community and businesses within a geographical boundary set forth by the Police Commission.

Patrol Special Officers are required to wear a silver-toned 6-point star with the words “San Francisco Patrol Special POLICE” stamped on the facing. All San Francisco Police Officers are issued a 7-point star as their official badge.

Currently, Patrol Special Officers wear a patch on their uniform that is different from a San Francisco Police Officer. This patch states “Patrol Special” on the top band of the patch and the trim of the patch is in silver thread, clearly distinguishable from those worn by SFPD officers.

Obligations

Patrol Specials are required to participate in annual firearms qualifications at the San Francisco Police Department shooting range, located at Lake Merced.

Funding

Patrol Specials were created under the City Charter, who contract to perform security duties beyond what the city may provide. The use of contracts shifts the financial load from taxpayers to the recipients of such services. The cost of patrol specials is $25-30/hour, compared to $58/hour for an off-duty police officer. Applicable regulations

San Francisco Patrol Special Police are sanctioned under the City Charter No.# 4.127. The requirements, training as well as background checks, which are performed by an outside agency who then sends the report to the San Francisco Police Department for review. This ruling is from 1946, Commission number 101-211.

Reference to Popular Culture

The movie "Kuffs," starring Christian Slater, had, as the plot driver, Christian Slater's title character of George Kuffs inheriting his brother's Patrol Special business.
