Unofficial Member

Unofficial Member (非官守議員) is the members of Executive Council and Legislative Council of Hong Kong but not from Hong Kong Government. Before Legislative Council direct election starting from 1991, the Government collects views and opinions by appointing elits from the society of Hong Kong to the two councils. They acted as a bridge between local residents and the Government. From 1960s to 1980 they, from both councils, formed UMELCO Office to handle complaint from Hong Kong residents.
