California's 4th congressional district covers the northeastern corner of California along Route 395, covering El Dorado, Placer, Nevada, Sierra, Plumas, Lassen, and Modoc Counties, part of Butte County including Oroville, and a small portion of Sacramento County including Orangevale. The district is currently represented by Republican John Doolittle, who has represented the district since 1991. As of 2006, Republicans had 48 percent of voter registrations; Democrats had 30 percent and Libertarians had roughly 5 percent. The population center in this interior California seat lies in the Sacramento suburbs in Placer County and El Dorado County which have seen explosive growth in the past decade. 2006

In the Republican primary on June 6, 2006, Doolittle was challenged for the party's nomination by the mayor of Auburn, California, Mike Holmes. Doolittle won with 63,731 votes to Holmes’ 31,162.

Retired U.S. Air Force Lt. Colonel Charlie Brown won the Democratic nomination with 26,241 votes. Former legislative staffer Lisa Rea had 19,038 votes, and corporate tax expert Michael Hamersley came in third with 11,405 votes.

2008

Doolittle announced his retirement in early 2008, so in the congressional election, Brown again won the Democratic nomination while State Senator Tom McClintock won the Republican primary, defeating former Congressman Doug Ose (who represented the nearby 3rd District from 1999 to 2005), Suzanne Jones, and Theodore Terbolizard. Former state senator Rico Oller was initially making plans to run, but pulled out after McClintock announced in order to prevent splitting the conservative vote in the primary.
