Joan Mary Ruddock (born 28 December, 1943, Pontypool as Joan Mary Anthony), is a politician in the United Kingdom. She is Labour Party Member of Parliament for Lewisham Deptford and was first elected in 1987. She is a feminist and is the partner of Frank Doran, the Labour MP for Aberdeen North. Ruddock is currently a Parliamentary Under-Secretary of State at the newly created Department for Energy and Climate Change, she was transferred from her old post at the Department for Environment, Food and Rural Affairs which handled all government policy on climate change jointly with the Department for Business, Enterprise and Regulatory Reform who specialised on Energy.

Born in Wales, she was educated at Pontypool Girls grammar school and at Imperial College London. Prior to her election to Parliament, Joan Ruddock was chair of the Campaign for Nuclear Disarmament, a UK pressure group active during the 1980s; she resigned in 1985. Under the Blair administration, she served briefly as Minister for Women.

She returned to government when Gordon Brown appointed her Parliamentary Under Secretary of State at Defra in June 2007 with responsibility for biodiversity, climate change adaptation, waste and domestic forestry. In October 2008 she moved to the newly created Department for Energy and Climate Change.

She is an honorary associate of the National Secular Society.
