Jeffrey R. Howard (born
November 5 ,1955 inClaremont, New Hampshire ) is afederal judge on theUnited States Court of Appeals for the First Circuit . He was nominated to that court by PresidentGeorge W. Bush onSeptember 4 ,2001 , and confirmed [http://www.senate.gov/legislative/LIS/roll_call_lists/roll_call_vote_cfm.cfm?congress=107&session=2&vote=00079 99-0] by theU.S. Senate onApril 23 ,2002 . So far, he is Bush's only appointee to the First Circuit to be confirmed.Howard graduated from
Plymouth State College in 1978 with aB.A. , and he received aJ.D. from theGeorgetown University Law Center in 1981. After law school, Howard was an attorney in the New Hampshire Attorney General's Office, rising to become Deputy Attorney General, before joining the federal government as theUnited States Attorney for the District of New Hampshire in 1989. He left that position in 1993 to become theNew Hampshire Attorney General . He served as Attorney General until 1997 when he entered private practice, which he continued in until his appointment to the First Circuit.External links
