Jeffrey ("Jeff") James Kostoff (born August 19, 1965 in Upland, California) ["Kostoff, Miss Richardson Win 3d Events", The New York Times. June 28, 1983. Section A, p. 24.] is a former medley swimmer from the United States, who competed in two consecutive Summer Olympics for his native country, starting in 1984. He finished in sixth (1984) and in ninth place (1988) in the 400m Individual Medley.

Kostoff, a Stanford graduate served as Assistant Coach at the University of Maryland from 1993 to 1997, was an All American five times: in the 1650 in 1984, 1986 and 1987; and in the 400 IM in 1985 and 1987. He won the Chesapeake Bay Swim in 1996 and 1997, and held the American record in the 1650 for eleven years (having broken his own record three times) from 1983 – 1994 until it was broken by Tom Dolan. He still holds the national high school record in the 500 yard freestyle which dates back to 1983.
