Rasul Guliyev ( _az. Rəsul Quliyev) is a former Chairman of the Parliament of Azerbaijan, Chairman of the Acıq Camiyyat Party.

Biography

Born on December 10, 1947, in the Gazanchy village of the Nakhchivan Autonomous Republic of Azerbaijan. Finished high school in 1965. Entered the Chemistry-Technology faculty of the Oil And Chemistry Institute of Azerbaijan, graduated in 1970, gaining the profession of a technologist-engineer.Started career activities in Combination of Chemistry Plants of Azerbaijan in Sumgait city. From 1971 to 1992, worked in the Baku Oil Refinery Plant as a technologist, chief of workshop, engineer, chief engineer and the director. Was elected a deputy to the Baku city soviet of popular deputies, and a deputy to the Supreme Soviet of Republic of Azerbaijan in 1990.

Was appointed the vice-president of the State Oil Company of Azerbaijan Republic (SOCAR) from December 7, 1992 - Chief of the Head Oil and Gas Processing Office.

Worked as the Deputy Prime Minister from May 1993 to November 1993.

Worked as the Chairman of the Milli Majlis (Parliament) of Republic of Azerbaijan from November 1993 to November 1995.

In 1995 Guliyev was re-elected a member of the Milli Majlis and chairman of the parliament of Azerbaijan. He resigned from the post of Chairman of Parliament on September 11, 1996.

Rasul Guliyev is author of a series of inventions and utilisation suggestions, has masters degree in Technical Sciences. Has has been rewarded the honorary award of the H.Z.Taghiyev Charity Foundation for his charitable work.

Guliyev profited from his control of oil refining and by the mid-1990s was widely regarded as the richest man in Azerbaijan. In 1996 he was forced into exile by Heydar Aliyev. He went to the US and has lived in New York since. In exile he has continued to plot his return and elevation to Azerbaijan's presidency, but in fact he is increasngly out-of-touch with Azerbaijan and his support there has dwindled -- as has his fortune.
