Barbara Oliver Hagerman OPEI (born February 9, 1943) is a distinguished Canadian music teacher and performer and is currently Prince Edward Island's fortieth Lieutenant-Governor. She is the second female in the province's history to hold this position.

Born in in Hartland, New Brunswick Hagerman, who received a degree from Mount Allison University specializing in voice and organ, began her career in music in Charlottetown and Summerside, the former of which is her current place of residence. She had a very distinguished performance career on the island as a vocal soloist with the P.E.I. Symphony Orchestra. She was also the conductor of the Summerside Community Choir for seventeen years, which performed throughout the Maritimes and even at Carnegie Hall under her leadership.

She is an active volunteer as well as a great participant in Canada's music domain. She has volunteered with the Federation of Canadian Music Festivals and the P.E.I. Music Festival Association, and she has also helped seniors and children with special needs.

She is married to Nelson Hagerman, and together they have two children and two grandchildren. Hagerman's mother also resides in Summerside.

Her appointment to represent Queen Elizabeth II on Prince Edward Island as Lieutenant-Governor was confirmed by the office of Canadian Prime Minister Stephen Harper on July 12, 2006. Hagerman was installed as Lieutenant-Governor on July 31, 2006. Her duties as Lieutenant Governor were briefly performed by John A. McQuaid from 12–13 March 2008 [http://canadagazette.gc.ca/partI/2008/20080322/html/notice-e.html#d103] (as the Administrator of Prince Edward Island).

Leading up to her appointment, there has been some controversy that this appointment was nothing more than a patronage appointment by Prime Minister Stephen Harper. Barbara Hagerman's husband, Nelson Hagerman was the "...treasurer of the P.E.I. Chapter of the Conservative Party of Canada, president of the Winsloe-West Royalty Progressive Conservative Association, and the financial agent for the PC party in the province."
