*Codename: CherubLiving a confidential life, Keith served in the British Special Air Service (SAS) prior to being recruited to the VSSE. To protect Keith from surprise attacks and possible prosecution, the VSSE addresses Martin as "Cherub: Eden's Guardian" (the same way the SAS protected Martin's existence). Robert Baxter

*Codename: GriffinBaxter served in the United States Navy Seal forces during his pre-VSSE years. Upon his recruitment to the VSSE from the Navy SEALs, Baxter is given the name of "Griffin: Treasure Keeper" to avoid surprise attacks and possible prosecution (which Martin was handled much longer). Among all teams in the VSSE, Martin and Baxter serve as the agency's senior team. As a civilian Baxter is a school bus driver. Alan Dunaway

*Codename: PhoenixBoth Alan and Wesley joined the VSSE at the same time, and were natural partners even before they joined the agency. A four-year operative of the VSSE, Alan has a talent for mastering new skills quickly, and is best known for his reputation for unparalleled fearlessness in the face of incredible odds. While cool, attractive, stylish and popular-looking, Alan is a natural team player, although he used to make pranks on others but he never usually gives up on his mission as a VSSE agent. Wesley Lambert

*Codename: PegasusBoth Alan and Wesley joined the VSSE at the same time, and were natural partners even before they joined the agency. A proven marksman of the agency, Wesley was a friendly, quiet, smart, reserved, and cheerful-looking boy, and he currently holds a doctorate degree in engineering. Wesley is best known for his unflappability in extreme situations, where he can make snap decisions strategically. Wesley is also a natural animal-lover/caretaker. Giorgio Bruno

*Voice: Hiroaki Miura (Japanese) David Vincent (English)Originally from a powerful Italian mafia, Bruno was adopted (when he was 10) by an Italian authority after his family's organization was wiped out due to the internal clashes of the mobsters. Living a righteous life ever since, Bruno returned the Italian authority's favor by serving as a NOCS officer prior to his recruitment to the VSSE. While his demeanor is cool, he is quiet but passionate. Bruno operates as a restaurant chef for a Milano restaurant (famous for his lasagna) when operating as an everyday civilian.

Evan Bernard

*Voice: Hiroaki Miura (Japanese) Travis Willingham (English)Evan is from a line of famous French fishermen in Rouen. His outstanding performance as a coast guard troop caught the attention of the VSSE. Brash, impatient, courageous, and acting on instinct (deciding without thinking), Bernard is a contrast to his partner Bruno (who is thoughtful and considers the consequences of his actions). As a civilian, Evan is a high-rise carpenter. Although Giorgio and Evan have been partners for only one year (not to mention that Giorgio has been on the VSSE longer than Evan), they prove to be a good pair.

Claude McGarren

*Rank: Section leader of Platoon One of the Special Tactical ForceClaude is the protagonist of "Crisis Zone". In both the British SAS and the STF fronts, Claude is seen and perceived as a loyal, selfless trooper who seeks to retain the peace, and seeks to nullify terrorism at its earliest possible stages. Claude, like Keith, served in the British SAS prior to his coronation to the STF.

*Voice: Melissa HutchisonAlicia worked as a medic during her first years of service before displaying her prowess as a sharpshooter. Self-trained in the ways of stealth, Alicia became Lukano's final hope when the majority of the LLA were captured by the Zagorian army. Putting her stealth at work, Alicia broke through Zagorian defenses to steal information regarding about the installation of tactical missiles and leaked the information to the VSSE, prompting the agency to dispatch Alan and Wesley to execute the operation. Teaming up with the VSSE agents, Winston continued the investigation, rescued her brother and the entire army, disposed the traitor Jake Hernandez, and removed the Zagorian threat. *Voice: Akio Otsuka (Japanese) Christopher Sabat (English)Originating from an elite military family of Irish ancestry, Rush defined his own character on the battlefield as an important asset of the U.S. special forces. Throughout his service in the U.S. Army, Rush has managed to bring down a handful of U.S. Marines who sided with a South American drug cartel. Serving as a member of the U.S. Internal Surveillance Group's Special Operations Division, his patriotism and loyalty to his country is considered to be second-to-none although he can be stubborn and emotionless at times.

*Voice: Lynn HarrisA super-intellectual who graduated from both high school and Harvard University at an age earlier than anticipated. Being one of the few female agents of the VSSE, Ryan has a lot to prove. Posing as Diaz's administrative assistant, Ryan attempted leak information to the VSSE but was captured by Kinisky and the NDI security unit when Ryan's true intent was discovered. Keith and Robert must rescue Ryan, uncover the truth about the Starline Network, and ensure that what happened to Christy Ryan does not happen again. Xavier Serano

*Rank: First democratically-elected president of the Caruban republic and alleged VSSE agent "Placido"Serano is the man liable for transforming Caruba from a military dictatorship into a democratically-represented republic. His charisma and kind leadership help defined the democracy of Caruba. Although not known, Serano is extremely good at keeping his cover, especially in the eyes-only world, which is why he is called "Placido" in the eyes-only world. Although it may seem that Serano was billed as being assassinated by Caruban authorities, he is actually kidnapped by Blanco and Wild Dog for reasons to be uncovered by the player through "Time Crisis: Project Titan". Marisa Soleil

*Rank: Caruban lawyer, VSSE International Affairs Agent (as Abacus)Posing as Abacus, Soleil claims to know the identity of Serano's killer that will help Miller clear his name. Abacus is also one of the few VSSE female agents but to protect Soleil's standing as a VSSE agent, the agency christened her as Abacus. Soleil is a graduate from a university located at the United States of America. After being involved with the R&D of a corporation dealing with the black market, Soleil resolved to live more responsibly ever since. Soleil is being held captive within the Kantaris limits from the organization's suspicions that Soleil is attempting to leak information to Miller. The Head of V.S.S.E.

The Head of V.S.S.E. is a mid-age male and the supervisor of Giorgio Bruno and Evan Bernard appears only in the Prologue stage of "Time Crisis 4".

*Voice: Barry GjerdeThe commander-in-chief of the Special Tactical Force. Kessler received positive verification from a distress call when the URDA attacked Garland Square without warning, demands, or any motivation. Sensing suspicion within the URDA's reasons to take over Garland Square, Kessler dispatches STF's ace squad—Platoon One (led by Claude McGarren) to do away with the URDA. Later, realizing that his daughter, Melissa, was kidnapped by the URDA, he resends Platoon One to do away with the remnants at the Grassmarket District hoping that Platoon One will secure his daughter.

As a dispatcher, Beth provides support from above the skies.

Rachel MacPherson

In a revenge plot, Rachel was kidnapped by Sherudo Garo, but was rescued by Richard Miller. ["Rachel MacPherson," "Time Crisis" (San Jose: Namco Hometek Inc., 1996), 17.]

Melissa Kessler

Commander Kessler's daughter, Melissa was kidnapped by Jared Hunter as his vehicle to take his revenge against the STF, but was later rescued by Claude McGarren and the rest of STF's Elite Platoon One. Though Melissa was unharmed, Claude was forced to perform an air-to-sea chase to nullify Jared Hunter out cold.

Antagonists

Garo Family

herudo Garo

*Hometown: Sercia (exact location unknown)
*Voice: Michael GoughThe last blood relative of the Sercian royal family. While Sherudo's plot is the central focus of "Time Crisis", he is not the chief antagonist of the game. Sercia was once a monarchy until it was overthrown in the Sercian Revolution by William MacPherson, who later went on to be president of the newly-established Republic of Sercia. Determined to restore Sercia's imperial rule, Sherudo abducted the president's daughter, Rachel. Garo threatened to kill Rachel unless President MacPherson resigned from office and installs Sherudo into the throne. Although Garo fought VSSE agent Richard Miller valiantly utilizing throwing knives, his plan failed when he was killed by Miller. ["Sherudo Garo," "Time Crisis" (San Jose: Namco Hometek Inc., 1996), 16.]

Moz

An assassin hired by Sherudo Garo. ["Moz," "Time Crisis" (San Jose: Namco Hometek Inc., 1996), 16.] Moz was said to have undergone training as a ninja in Yokohama before he came to Sherudo's attention. In his service to Sherudo, Moz had murdered eleven people, including five senators of the Republic of Sercia. When Richard Miller encounters Moz and defeats him, Moz tells Richard with his last breath that Rachel is at the top of the tower in Sherudo's castle, and that she may already be dead as he told Richard. Richard then punches Moz but it isn't known that this kills him. He later returns in the 2nd and 3rd stages but this could be someone else in his costume,as he isn't as powerful as before. The Wild Dogs

Wild Dog

Wild Dog is the leader of a notorious mercenary army known as the Wild Dogs who provide clandestine support to world-class criminals and other paramilitary organizations.

Ricardo Blanco

The man behind the shooting of the Caruban president whilst disguised as Richard Miller. Ricardo was hired by Wild Dog to capture the president alive & deliver him to Wild Dog, framing Richard Miller. Ricardo did that, but was found by Richard. The two had a shootout, which Richard won, though he didn't finish Ricardo off. However, before Ricardo can answer any questions, Wild Dog shows up on a helicopter & finishes Ricardo off. In his dying breath, Ricardo tells Richard where Wild Dog is hiding. Although Blanco contributed much to "Project Titan's" shocking plot, he is not the chief antagonist in the game. Very accurate with a machine gun.

Wild Fang

*Voice: Koji Tobe (Japanese; "Time Crisis 4"), Marty Belafsky (English; "Time Crisis 3")Wild Fang is Wild Dog's apprentice in training, whose known appearance as of 2007-01-14 was "Time Crisis 3". He wears a red shirt with suspenders a similar style as Wild Dog's. His movements are free and his kick moves enable him to use objects as weapons. While proficient with a modified Mauser C96 just like Wild Dog, Wild Fang prefers to use martial arts, especially his patented stiff kicks. During the events of "Time Crisis 3", Alan Dunaway and Wesley Lambert managed to gun Fang down in spite of a tough fight.

Wild Fang reappears in "Time Crisis 4 the First-Person-Shooting Mode" (only for PS3 version). When Giorgio Bruno and Evan Bernard is locked into the fight against Wild Dog, Captain Rush and his men encounters Wild Fang in the hangar, then Rush is forced to fight Wild Fang alone.

After being seemingly killed in "Time Crisis 3", Wild Fang still employs martial arts and uses pistol seldomly. Wild Fang sports an augmented right leg equipped with an object-lifting tractor beam. His style is changed considerably, as he now has longer hair and a more flashy trench coat but still has slicked back hair and he takes off his new coat before fighting Rush.

Wild Fang attempts to thwart Rush utilizing a series of roundhouse kicks, object-pushing kicks, flaming wolf stomps, even a "Tatsumaki" in which Wild Fang uses his augmented leg to simulate a heavy tornado storm with heavy objects. Wild Fang sorely did his best as Rush knocked Wild Fang to impending despair with a roundhouse kick of his own.

Kantaris Organization

Kantaris

Little is known about this mysterious leader of the Kantaris criminal organization. Established long before the formation of the Republic of Sercia, the Kantaris organization was responsible for a number of large-scale crimes including arms dealing, drug dealing, theft, forgery and fraud. The leader Kantaris herself owned the "Chateau du Luc", a luxury hotel that also served as a front for a weapons factory. While VSSE Intel came up empty on Kantaris, the agency "does" have positive verification that the Kantaris Organization itself is "Wild Dog's Arms provider." Kantaris was presumed dead at the end of the game, though survival is possible. Web Spinner

The personal bodyguard of Kantaris. He was a savate champion and a cyborg who was altered to be able to use electric boomerangs. Some say that the Republic of Sercia had offered a reward for the capture (or death) of Web Spinner, who had reportedly murdered a hundred people before his service to Kantaris. He is fast as lightning and his kick attack is very powerful. ["Web Spinner," "Time Crisis" (San Jose: Namco Hometek Inc., 1996), 16.]

Zeus Bertrand

Zeus is one of Kantaris' loyal bodyguards. He is currently holding Marisa Soleil captive after Kantaris ordered him to do so as a result of Kantaris intercepting Soleil's e-mails. Neodyne Industries

Ernesto Diaz

*Age: 64 (as of 1998)
*Hometown: United States (exact locale unknown)
*Rank: Owner of Neodyne IndustriesErnesto Diaz is the chief antagonist in "Time Crisis II". ["Ernesto Diaz," "Time Crisis II" (San Jose: Namco Hometek Inc., 2001), 21.] Diaz was once an American military officer (possibly ranked "General"). Under the guise of a "Starline Network" to unite the world, he planned to launch a military satellite. He recruits Wild Dog as a security force. In the final duel against VSSE agents Keith Martin and Robert Baxter, he grabbed Christy Ryan and tried to use her as a shield against the agents. When that failed, he tried to throw her off to her death, but Baxter managed to save her. Diaz died when he fell down and into the satellite launchpad, destroying both him and the satellite. Diaz was handy with a rocket launcher (when fighting alongside Wild Dog), had accuracy that surpassed even his marksmen, and utilized a prototype satellite in an act of advanced planning. Jakov Kinisky

*Rank: NDI Security Corps (Former member of the KGB)A former KGB operative, Kinisky defected to NDI after the collapse of the USSR. As an NDI operative, Kinisky is to prevent anyone from leaking information regarding about the Starline Network. In the introductory cut scene, he is seen storming Christy Ryan's hotel room and kidnapping her. He attempts to defeat the two protagonists, Robert and Keith, in various ways. He drives a truck to the plaza, but it topples over. As Keith and Robert pursue him, he jumps on his boat and uses his machine gun to try to mow them down. After a long battle, the two agents kill him, and his boat explodes. After the explosion, Keith and Robert recover the portable suitcase computer he had taken from Christy Ryan, thus the agents were given ample direction. All that was left of him was his hat. Buff Bryant

*Voice: Dean HarringtonLittle is known about one of Neodyne's senior employees, except that he protects the Neodyne Industries Railways and is regarded as one of NDI's best bodyguards. Highly loyal since his military days. Bryant is charged with protecting the train that is transporting the satellite to Neodyne. Bryant attacked the VSSE agents utilizing his gatling gun and his brute strength to prevent the satellite from falling into the hands of Keith and Robert, but was gunned down in spite of his efforts.. U.R.D.A.

Derrick Lynch

*Rank: Leader of U.R.D.A.
*Voice: Scott McCullochDerrick Lynch is the chief antagonist of "Crisis Zone". Lynch is the leader of a terrorist organization called U.R.D.A., which as responsible for attacking Garland Square. Lynch's story is that he is a former commander in the Irish Revolution Army after serving in the British Army. He has two bodyguards named Tiger and Edge. In the game, Lynch planned to unleash a nuclear reactor at a nuclear test site. S.T.F operators were able to shut down the machine, killing Lynch in the process. After Lynch's death, Jared Hunter becomes second-in-command. In combat, he uses a strange-looking high-gauge semi-automatic shotgun plus "potato masher" grenades.

Derrick Lynch was named after an employee of Namco who created the game "Time Crisis" itself.

Jared Hunter

Derrick Lynch's second-in-command who led the URDA remnants after Derrick's death. Attempting to seek revenge against "the STF Fools," Jared held the entire district of Grassmarket hostage and kidnapped Melissa Kessler as an insurance policy. In paper, Jared demands that all URDA comrades impounded and incarcerated by British authorities released and safely returned to him in exchange for Melissa. In reality, he only cares about taking revenge against the STF, the party he feels responsible for the downfall of Derrick Lynch's plans to destroy London. Tiger

*Rank: A bodyguard of Derrick Lynch and one of the second-in-commands of the U.R.D.A.One of the second-in-commands of the U.R.D.A. and a bodyguard of Derrick Lynch. Tiger was feared within the U.R.D.A. for his great strength, which he used to lift or toss heavy objects as weapons. The heaviest item he was seen lifting was a construction beam, which he used like a club. Tiger was also an accurate shot with an AK-47 rifle. Edge

*Rank: A bodyguard of Derrick Lynch and one of the second-in-commands of the U.R.D.A.Edge [Spelled "Edgey" in the arcade version] is one of the second-in-commands of the U.R.D.A. and a bodyguard for Derrick Lynch. Edge was once a student of ninjutsu until he was expelled for his violent tendencies. After this, Edge became a mercenary and eventually met Tiger, whom he befriended. After Derrick Lynch was arrested, Edge persuaded Tiger to help him break Lynch out of prison. After this, Lynch appointed Edge and Tiger as his lieutenants and bodyguards within the U.R.D.A.. In combat, Edge was a fearsome opponent, using claw-tipped bracers and throwing knives. He was also agile and fast, traits perfected during his days as a ninja-in-training. Zagorias Federation

Giorgio Zott

*Rank: Commander-in-chief, Zagorias Federation Army
*Voice: Kevin BlacktonZott is the chief antagonist of "Time Crisis 3".

Zott sends out his army to invade Astigos Island. Despite protests from several nations and heavy resistance from the Lukano Liberation Army, the Zagorias Federation managed to seize 80% of Astigos Island thanks to Zott's strategy. First the Lukano Liberation Army discovers that Zott plans to launch four tactical missiles from Astigos to destroy Lukano. Then the VSSE states that the tactical missiles' potency can also be a threat to the surrounding nations as well. Unbeknowingst to the public good and the Lukano Liberation Force, Zott teamed up with Wild Dog. Alan and Wesley, in spite of a difficult fight, managed to kill Zott and destroy the tactical missiles before it left the silo, removing the threat to Lukano. Zott utilized a wide variety of weapons in combat, including an MP5, two rocket launchers, tesla tanks for support, and even a sword for close combat. Victor Zahn

A solid V-TOL Pilot who served the Zagorias Federation for years. Utilizing his V-TOL weaponry, Zahn attacks intruders who seek to penetrate the Zagorian areas of the Marano Beach area. In spite of Zahn's brute strength and generous V-TOL weaponry, Zahn was eventually killed with his V-TOL exploding in the skies.

Jake Hernandez

*Age: Unknown
*Hometown: Formerly Lukano (he abandoned his nationality)
*Rank: Formerly the Lukano Army's second-in-command (he betrayed his country)Prior to the events of "Time Crisis 3", Hernandez was fighting for the cause of Lukano's independence. He sorely served Lukano's purpose as he was greedy, selfish, and even money-hungry. In an act of betrayal, Jake leaked information about the Lukano Liberation Army to Giorgio Zott in return for money. Jake was paid a sizable fortune for his part in the capture of most of the Lukano Army's members. When Jake learned that Alicia had escaped, he tried to capture her as well for more money, but was unable to do so due to Alicia's VSSE-like combat abilities. In combat, Jake was an excellent gunman proficient in the use of explosives, as well as martial arts. Jake was finally killed by Alicia when he tried to escape in a V-TOL prepared for him by Zott. Randy Garrett

Garrett is the leader of the Zagorian clawmen. When Alan and Wesley boarded a supply train to reach the Astigos Island missile facility, Randy and his team of clawmen attempt to ambush them. He is armed with a pair of claw-tipped bracers and carries a grenade launcher. Randy was shot down by Alan and Wesley after a drawn-out fight.

Hamlin Battalion

After World War II, a unit specializing in training animals for mine-cleaning purposes was established. Due to the inhumane nature of the unit's work its existence was made available only to those with top-secret clearance. The Biological Weapons Special Operations Unit, also known as the Hamlin Battalion, shifted its focus to genetically enhanced creatures for use in combat in the 90's. Practical application of refining these combative creatures were often difficult and incidents related to its dangerous experiments frequently occurred, which obviously would be covered up as basic military training exercises. How the U.S. Military handled the Hamlin Battalion's activities throughout its bio-weapon involvement (i.e. covering up incidents) became "Time Crisis 4's" hidden plot based upon treason. Fed-up with the U.S.'s incapability to address application anomalies, the player would soon learn that what was originally an act of terrorism is really an act of treason.

Gregory Barrows

*Voice: Hisao Egawa (Japanese) Harry Molloy (English)The leader of the U.S. Bio-Weapon Special Operations Unit (a.k.a. the Hamlin Battalion) and the chief antagonist of "Time Crisis 4". Barrows harbors firm feelings of discontent from being poorly treated and himself not having enough authority while serving in the U.S. Army's Special Forces. He believes that he has the right to do whatever he pleases by any means necessary, making him extremely dangerous. One example is engaging in a coup d'etat which involves retrieving the Battalion's Terror Bites for vile purposes, attacking Buckley AFB by surprise, and programming computer-controlled XA-60-Ex UCAVs to destroy every major city in the United States. Per Frank Mathers (a boss enemy for the PS3's complete mission) the "entire" unit were not given rewards and/or greeted with appraisals in spite of having to use up a lot of physical strength to conduct inhumane experiments, although the U.S. military required this unit's work to be deleted and/or its incidents renamed to protect the unit from international prosecution. Barrows handles two large-caliber handguns with ease. Barrows wore a bionic left eye that perform two functions: it emit signals so that the Terror Bites doesn't attack Barrows, and also control the actions of the bio-weapons as well. Marcus Black

Captain Black harbors strong feelings of discomfort and boredom from the poor treatment he has to put up with whilst serving as a section leader of a private regiment within such a top-secret unit. Fed-up with the amount of casualties and the poor working conditions within the battalion, Black believes that he has the right to earn as much money as he wants, putting the Hamlin Battalion in jeopardy. Money-greedy, Black attempted to rendezvous the truck shipment to Pier 5. The truck shipment was stopped as Black was forced to defend himself until the moment he was gunned down. The moment Giorgio, Evan, and Rush inspected the corpse of the paramilitary suspects (including Black), it appeared that Black, like all Hamlin Battalion members, betrayed the United States. Whether or not the Hamlin Battalion sided with "W.O.L.F." or if Hamlin used "W.O.L.F." as an organizational disguise must be unlocked on the Playstation 3 version of the game. Black sports a black jumpsuit with a pull-up mask covering his mouth, a custom-made Barrett M107 anti-tank rifle in one hand, and a compact grappling hook to swing from high places and hurl heavy objects. Jack Mathers

Mathers was once a hero in the past and extremely loyal to America. Serving Gregory Barrows, Mathers doesn't always listen when it comes to certain tasks (since he tends to be a fanatic type). He was sent to guard the Biological Weapon Research Facility in Wyoming against those who oppose Barrows. It is unclear whether he was killed after the battle or merely fell unconscious and was arrested later.
