The following teams were given the right to play in the first football championship of independent Ukraine:

*Ukrainian teams that took part in the Soviet Top League in 1991: FC Chornomorets Odessa, FC Dynamo Kyiv, FC Dnipro Dnipropetrovsk, FC Shakhtar Donetsk, FC Metalurh Zaporizhzhya, and FC Metalist Kharkiv.

*Ukrainian teams that took part in the Soviet First League in 1991: FC Bukovyna Chernivtsi and SC Tavriya Simferopol.

*Top 9 (of 11) Ukrainian teams from the West Division of the Soviet Second League in 1991: FC Karpaty Lviv, FC Zorya Luhansk, FC Nyva Ternopil, FC Nyva Vinnytsia, FC Torpedo Zaporizhzhya, FC Volyn Lutsk, SCA Odessa, FC Kremin Kremenchuk and FC Evis Mykolaiv.

*Top 2 Ukrainian teams from 1st Zone of Soviet Second League B in 1991: FC Naftovyk Okhtyrka and FC Prykarpattya Ivano-Frankivsk.

*1991 Ukrainian SSR Cup Holder: FC Temp Shepetivka.
