The station is centered in the heart of the majority Latino neighborhoods of Pilsen and Little Village but it is heard throughout Chicago and worldwide on the web at www.wrte.org. "Radio Arte" as it is known operates with adult and youth volunteers which go through a rigorous 12 month program before going on air and learning the art of radio. Currently the station has a multi layered latino community format geared at a variety of Latino culture, such as the Latin Alternative format M-f midnight-6pm, and its urban alternative programming which showcases programming for the second generation Latino which may not speak spanish (Tues-Fri 7pm-midnight). The urban alternative format also features a dj influenced culture with its team of 90.5 FM Hotmix Dj's playing Chicago house, "old school classics" Freestyle music, and more genres not featured on commercial radio. Weekends is the best of locally produced programming from graduates of its Adult and youth training classes along with public affairs programming. Radio Arte is also committed to youth produced programming offering a first voice to the community and more. It is one of few stations in the United States still playing Latin Alternative or Rock en español.

WRTE originally signed on as WCYC with licensee, Boys Club of Chicago. The Boys (and girls) Club sold the radio station to the Mexican Fine Arts Center Museum in 1997, renaming the station WRTE. The MFACM has since relocated studios to 1401 W 18th St (corner of 18th Street, Blue Island Avenue, and Loomis Street); WRTE's transmitter is still located at the Boys and Girls Club located at 2801 S. Ridgeway in Chicago. Til this day people drive around the area just to hear its programming which was awarded the local prestigious "2008 Studs Turkel" award for diversity in its programming, in addition to the "Coming up taller award" earlier in the decade.
