Diplomatic missions of the Republic of China

Due to the fierce competition between the People's Republic of China and the Republic of China (also commonly called "Taiwan") for diplomatic recognition, the ROC only maintains a handful of full-fledged diplomatic missions abroad. Notably, the Republic of China is one of the few countries in the world that has resident embassies in all of the countries with which it has diplomatic relations.

In countries with which the Republic of China does not have diplomatic relations, officially unofficial intermediary bodies, whose heads are nonetheless appointed by the Minister of Foreign Affairs, are maintained for routine matters that would otherwise be handled by embassies or consulates, such as passport and visa issuance, assistance for citizens in distress, trade, cultural and economic relations, etc. These offices are usually titled "Taipei Representative Office" or "Taipei Economic and Cultural Office." Owing to the One-China policy practised by many states, very few countries allow unofficial ROC missions to operate under the country's official name, but among those that do are Fiji, Jordan, Papua New Guinea and the United Arab Emirates. In turn, the major countries of the world maintain missions in Taipei, such as the American Institute in Taiwan, that take on the functions of embassies.

The Republic of China is represented in an unofficial capacity in the two Special Administrative Regions of the People's Republic of China. In Hong Kong the Chung Hwa Travel Service provides a limited range of services on behalf of the Republic of China government, working strictly in an unofficial capacity [http://www.info.gov.hk/gia/general/200004/22/0422124.htm] . The service was previously managed by the Republic of China's foreign ministry until Hong Kong's retrosuccession in 1997; it is now administered by the Mainland Affairs Council [http://books.google.com/books?id=NIcq7y3oBQYC&pg=PA221&lpg=PA221&dq=%22chung+hwa+travel+service%22&source=web&ots=WQqc6RFwVl&sig=PW-UgZbQcqMryqgxwkyoAr6l3nE] . In Macau an Economic and Cultural Center works under a similar remit.
