Highway 21 is a Provincial Highway in Ontario, Canada which begins at Highway 402 (Ontario) at the south, to Highways 6 and 26 in Owen Sound at the north. The roadway is referred to as the Bluewater Highway, from how it remains very close to the blue waters of Lake Huron.

Notable towns are Forest, Grand Bend, Goderich, Point Clark, Kincardine, Tiverton (Bruce Nuclear Generating Station), Port Elgin, and Southampton, Ontario. Much of this route is along the eastern shore of Lake Huron. The road is generally smooothly-flowing, but can be somewhat congested near main towns in the summer and generally empty in the winter, from tourists and beachgoers. During winter months Highway 21 is often subject closures at various point as it lies on the lee shore of Lake Huron. Lake effect snow squalls frequently subject motorists to poor visibility and slippery conditions. The road also serves as a vital link along the shore from Owen Sound, towards Highway 402 (with Highway 23 to the east providing an alternate north-south corridor further inland).
