José Vicente Rangel Ávalos is the mayor of Sucre Municipality in Venezuela. He is the son of Venezuelan former vice president José Vicente Rangel Vale and Chilean sculptor Ana Avalos.
Before entering politics Rangel Avalos spent two years in the Military Academy of Venezuela, where he met Hugo Chavez, and became friends. That's is how Chavez became close to Jose V. Rangel Sr.
There is the belief that Rangel Sr. tutored Hugo Chavez in socialist political philosophy which is the base of his political views.Or|date=September 2007
He also lives in one of the most rich parts in Caracas and owns 3 hummers and an helicopter. (How is this relevant????)
