Carlo Scognamiglio Pasini (born November 27, 1944 in Varese) is a former Italian politician. He is a university professor, economist and he was chancellor of Luiss University (1984-1992).

In 1992 he became Senator for the Italian Liberal Party (PLI), then in 1994 he moved to Forza Italia of Silvio Berlusconi; during the 12th Legislature of the Italian Parliament, Scognamiglio was elected as President of Senate, defeating Giovanni Spadolini by one ballot. He was President of the Senate from April 16 1994 to May 8 1996.

In 1996 he was elected again with Forza Italia, but in 1998 he joined the project Democratic Union for the Republic of former President Francesco Cossiga. When Massimo D'Alema became Prime Minister, Carlo Scognamiglio was Minister of Defense from October 21, 1998 to December 22, 1999.

He was not re-elected in the 2001 election, when he joined with European Democracy of Sergio D'Antoni. He tried again for the European Parliament in 2004 on an electoral list with Mario Segni (the Pact of Liberal Democrats), but it took only 0.5% of ballots.
