Thomas Thirlby (c. 1500–1570) was an English bishop. He remained loyal to the Roman Catholic Church during the English Reformation.

He was the Bishop of Westminster between 1540 and 1550. He was then made Bishop of Norwich until 1554, then became Bishop of Ely. In 1559, he was deposed as Bishop of Ely by the newly-acceded Queen Elizabeth.
