Ivan Stepanovich Silayev (Russian: Ива́н Степа́нович Сила́ев; born on October 21, 1930 in Baktyzino, Nizhny Novgorod Oblast, Russia, USSR) is a Russian political figure. He served as the Prime Minister of Russia from June 15, 1990 to September 26, 1991 and was also the last Prime Minister of the Soviet Union from September 6, 1991 to December 25, 1991.

Silayev graduated from Kazan Aviation Institute in 1954 with the specialty of mechanical engineer. He worked at the Gorky Aviation Plant (Gorky is now Nizhny Novgorod), advancing from the lowest level in 1954, when he started, to the CEO of the plant (1971-1974). After that he moved to Moscow to work in the Soviet government. He served as Deputy Minister of Aviation Industry of the Soviet Union (1974-1977), First Deputy Minister of Aviation Industry of the Soviet Union (1977-1980), Minister of Machine-Tool Construction and Tool Production Industry of the Soviet Union (1980-1981), Minister of Aviation Industry of the Soviet Union (1981-1985), and First Deputy Prime Minister of the Soviet Union (1985-1990). After being replaced as the Prime Minister of Russia by Boris Yeltsin, he served as Russia's representative to the European Community (1991-1994).
