Diplomatic missions of Belgium

Belgium is unique in having two networks of diplomatic representation - one for the Belgian state and another for Dutch-speaking community of Flanders. However officers representing these governments usually are co-located together.

The relationship between the Belgian and the Flemish diplomatic representation is described in a "Cooperation agreement between the federal state, the Communities and the Regions of Belgium" of 18 May 1995. This agreement was signed by the federal and federated governments of Belgium. Each Flemish office is diplomatically a part of the Belgian embassy, and the diplomats of the Flemish representation are listed on the Belgian diplomatic list. However, as an autonomous office of the Flemish government they are not part of the federal Foreign Affairs administration. The ambassador and the Flemish diplomatic representative both work for different governments with the ambassador reporting to the federal government about all federal matters such as bilateral political developments, while the Flemish diplomatic representative only covers issues in which Flanders acts autonomously in the Belgian state system, such as trade promotion and international cooperation policy managed by the Flemish government.
