David Johnson Foster (June 27, 1857 – March 21, 1912) was a U.S. Representative from Vermont.

Born in Barnet, Vermont, Foster attended the public schools of his native city and was graduated from the St. Johnsbury (Vermont) Academy in 1876 and from Dartmouth College, Hanover, New Hampshire, in 1880. He studied law. He was admitted to the bar in 1883 and commenced practice in Burlington, Vermont. He served as prosecuting attorney of Chittenden County 1886-1890. He served as member of the State senate 1892-1894. He served as commissioner of State taxes 1894-1898. He served as chairman of the board of railroad commissioners 1898-1900. He served as chairman of the commission representing the United States at the first Centennial of the Independence of Mexico at Mexico City in 1910. He served as chairman of the United States delegation to the general assembly of the International Institute of Agriculture at Rome in May 1911.

Foster was elected as a Republican to the Fifty-seventh and to the five succeeding Congresses and served from March 4, 1901, until his death in Washington, D.C., March 21, 1912. He served as chairman of the Committee on Expenditures in the Department of Commerce and Labor (Fifty-ninth through Sixty-first Congresses), Committee on Foreign Affairs (Sixty-first Congress). He was interred in Lakeview Cemetery, Burlington, Vermont.
