Connecticut

Following a deadly toll plaza crash on the Connecticut Turnpike in 1983, the Connecticut General Assembly passed legislation abolishing tolls on the state's roads starting in 1989. Two state-operated car ferries across the Connecticut River were excluded from this ban and continue to charge tolls. In January 2007 CONNDOT began a $4 million feasibility study on re-tolling the Connecticut Turnpike as a means of encouraging carpooling and the use of mass transit by value pricing. The latest study also calls for adding tolls to other expressways throughout the state in addition to the Turnpike, particularly Interstate 84 and Interstate 91 in the Hartford area. WCBS News Radio 880, March 27, 2007] ] It is uncertain that tolls will appear on Connecticut highways any time soon, since the General Assembly must first repeal the state's ban on tolls enacted in 1984. Additionally, Congress must first approve the installation of tolls on Interstate 91 and Interstate 84 should CONNDOT pursue that option because both of these routes were constructed with federal Interstate highway funds, while the Connecticut Turnpike's construction was state-funded.

The issue continues to be a lightning rod of controversy among Connecticut residents and politicians. More legislators are warming up to the idea of tolls to finance billions of dollars in transportation projects throughout the state. Supporters also note that the majority of motorists using Connecticut's highways are from out-of-state; few of which stop and get gasoline, thereby avoiding the state's gasoline tax. Meanwhile, opponents still recall the deadly 1983 crash at the Connecticut Turnpike toll plaza in Stratford, arguing that tolls pose a significant safety threat that outweigh the benefits of added revenue.

Kentucky

Kentucky's once-extensive toll road system has completely ceased toll collections as of November 2006, as required by state law when collected tolls or other revenues are sufficient to pay off each road's construction bonds. More recently, the Kentucky Transportation Cabinet (KYTC) has decided to route their portion of Interstate 69 and parts of future Interstate 66 over existing parkways. The Kentucky legislature and KYTC are considering reinstating tolls on the affected parkway segments to finance these upgrades. The KYTC along with INDOT is also considering toll financing for three new bridges across the Ohio River (two near Louisville and one for future I-69 near Evansville).
