The district is composed of two counties: Lamwo County and Chua County. On 4 December 2001, the former Kitgum was divided in two, creating the current Kitgum and Pader districts. The district is bordered by Gulu from the west, Pader from South, [Kotido District|Kotido] districts from east and, to the north, Sudan.

Since 1986 it has been affected by the Lord's Resistance Army insurgency. There are numerous IDP (internally displaced person) camps throughout the district.
