William Luther Sibert (1860-1935) was the first commander of the 1st Infantry Division (United States) and commanded the division for a short time [ [http://www.lyonresearch.com/html/1st_inf__division.html] Ist Infantry Division Combat Chronicles] . Sibert attended West Point and graduated in 1884 [ [http://www.west-point.org/family/bicent/stamps/diercks_stamps.html] West Pointers On Postage Stamps] . He was also one of the supervisors of the digging of the Panama Canal.

He subsequently organized and served as director of the Chemical Warfare Service. After his retirement from the Army, Sibert was called upon by Alabama to undertake the building of the of the $10 million State Docks at Mobile, which were open to commerce in June 1928. Soon thereafter General Sibert was a chairman of a board of engineers and geologists whose feasibility study and report to Congress resulted in the passage of the Boulder Dam Bill.
