Police strikes

A police strike occurs when law enforcement is effected by a labour dispute. They are extremely rare. Generally, they are illegal, but for obvious reasons this law is difficult to enforce. The few times throughout history when there has been a large scale strike among law enforcement, civil unrest has resulted.

Police strikes

1923 Victorian Police strike

Half the police force in Melbourne went on strike over the use of labour spies. Riots and looting followed. A request by the Premier to the Federal Government for troops was refused. 634 policemen were discharged, about a third of the force.

Baltimore police strike

The Baltimore Police Strike occurred in 1974.

Boston Police Strike

The Boston Police Strike occurred in 1919 after the Police Commissioner refused to allow the creation of a police union. The strike plunged Boston into civil chaos, despite 300 officers remaining on duty.

British police strikes in 1918 and 1919

In 1918 the strike was settled the first day. In 1919 only 15% participated in the strike.

1969 POLICE STRIKE TOWN OF CICERO, ILLINOIS

The Town of Cicero, Illinois Police Strike led by Cook County Police Assn President John J Flood and Cicero Police Officer John R Marone was the first major strike job action in the United States since the Boston Police Strike of 1919. The strike was extremely unique as the Town of Cicero, Al Capone's Headquarters , has been notoriously mob controlled as it is to the present day 0f 2008. Cicero is a nationally known community with top Chicago Outfit mobsters overseeing , sex, sin,shylocking, gambling, shakedowns, corrupt Town officials and numerous unsolved organized crime murders since the 1920's.

At the time of the strike July 7th 1969 the mafia Outfit boss was Joey "O'Brien" Aiuppa who was directly under in mob hierarchy one of the most powerful organized crime leaders in the United States that being Anthony " Joe Batters "Accardo.

The Cicero Police strike, most violent of labor strife was the inception - the birth - of true police unionism in the United States. The Cicero police rebellion drew national and international attention as it was the first strike by American police officers since the famous Boston Police Strike of 1919.

The Boston officers strike that was crushed by Calvin Coolidge's powers as then sitting Massachusetts Governor. Coolidge's defeating and uncaring actions toward these Boston officers job action motivation catapulted him to the Presidency of the Unites States.

The Boston cops lost, sere fired and no major action from the time of that loss took place by cops until fifty years later occurring in the Town of Cicero - the tightly, through fear and muscle, gunfire and murder controlled nefarious municipality being the only Town government in the State of Illinois.

Cicero also was the held the heart of Republican politics in Cook County and for that matter the power of the Republicans for the whole state of Illinois. There was more money in the political coffers of the Cicero Republican organization than all the other county organizations throughout the state.

Easily put - but historically accurate - in the streets of Town Cicero, the politicians blessed to office by infamous dispensation and assignment and their strong patronage organization were all overseen by the Boys, The Mob, The Outfit, Organized Crime - as brutal a crew of toughened criminals as America has ever seen honed from the running of the booze of Chicago the mid-west and points west to the Pacific Ocean then north from Mexico to Canada.

Thusly the power structure that the rank and file Cicero Police were prepared to confront in their historic labor movement were some of the toughest men in the history of America. Men who were most ruthless in wanting to maintain there control which had never been challenged until Johnny Marone took the whole insidious crew on. He led the Cicero police officers to a very major and unprecedented strike against their clouts, their mentors, the pols - and literally thwarting and taking on the Chicago mob. It's Cicero kingpin - mob leader Aiuppa called all that was to happen in the town -especially politically.

Marone knew the toughness he was facing, the danger he was exposing his Family too.He himself was a product of Taylor and Bishop, the Chicago streets known to one and all of Italian heritage as " The Old Neighborhood" . Johnny was a denizen of the mean streets but as a police officer he called the balls and strikes as he saw them honestly to be. He fought for clean government in a sewer of corruption, intimidation ,muscle and every known human mayhem. A police department knwon for bowing to corruption and organized crime control.

The Cicero strike drew national and international press coverage. The fact that it was Cicero lent to the aura of police officers striking to address issues of governmental management.

Legality

Some Crime Acts make it illegal for anyone to interfere with police in the course of their duty. Thus anyone calling on police to stop work or support a fellow worker would be guilty of a criminal offence. Police officers do not have the employment rights enjoyed by other workers because of the nature of the job they do on behalf of the public.

In the UK Police officers are currently banned from taking strike action under the Police Act 1996. The police have been banned from striking since 1919, when the Police Act was first established. During the Murray-Hill riot the National Assembly of Quebec passed an emergency law forcing the police back to work.
