The Graduate Institute of International and Development Studies (IHEID) is a result of the merger of the Graduate Institute of International Studies (HEI) and the Graduate Institute of Development Studies (IUED) and is operational since January 1st 2008.

History

The Graduate Institute of International Studies (HEI) was founded in 1927 at the time of the League of Nations by William Rappard and Paul Mantoux. It was, in accordance with its statutes, "an institution intended to provide to students of all nations the means of undertaking and pursuing international studies, most notably of an historic, judicial, economic, political and social nature."

The Institute was created in Geneva in light of the development of different international and intergovernmental institutions that were established there. It was for a long time one of the few academic institutions in the world to deal exclusively with international relations, thus contributing to the renown of international Geneva. It represents a unique interface between the theory and practice of international relations and responds to the growing importance of international relations in today's world.

In 2008, the merger of HEI and IUED led to the creation of the IHEID.

Organization

Legal Status

As the two predecessor institutions, IHEID is constituted as a Swiss private law foundation ("Fondation pour les hautes études internationales et du développement"), sharing a convention with the University of Geneva. [About the Foundation Board of HEI: [http://www.hei.unige.ch/pres/fond.html http://www.hei.unige.ch/pres/fond.html] ] This is a particular organization form, because IHEID is constituted as a foundation of private law fulfilling a public purpose. Usually in Switzerland, it is the responsibility of the Cantons to run public universities, except for the Federal Institutes of Technology (ETHZ and EPFL). IHEID is therefore something like a hybrid institution, in-between the two standard categories. Foundation Board

The Foundation Board is the administrative body of the Institute. It assembles academics, politicians, people of public live and practicioners. Roger de Weck (publicist and journalist) assumes the presidency of the Board as he did for HEI before. The vice-president is Jacques Forster (vice-president of the ICRC).

The Board includes among others: Iris Bohnet (professor at the Kennedy School of Government), Peter Gomez (president of the supervisory board of SWX, Joëlle Kuntz (journalist), Yves Mény (president of the European University Institute in Florence). Administration

The Institute is headed by Philippe Burrin, the former director of HEI and his deputy is Michel Carton, the former director of IUED.

Academic continuity

In a first step, the existing degree programmes (Master’s and Ph.D. in Development Studies, Master’s in International Affairs, Master’s and Ph.D. in International Studies) will continue to be offered in the following years.

M.A. and Ph.D. students beginning their course of studies in September 2007 will receive at the end of their training a diploma from the new Institute.

Locations

IHEID is distributed in different buildings between the Palace of Nations and Lake Geneva. There are plans to build a Maison de la Paix (House of peace) that would bring together the different departments of the institute and the library under one roof. It would also allow to host other institutions related to the resarch in international relations. So far it is unclear, if and when this building is to be constructed.

Library

The libraries of IUED and HEI have been merged in August 2007. The new library is now one of the richest libraries in the fields of development and international relations in Switzerland and in Europe.
