Rukan Razuki Abd al-Ghafar

Rukan Razuki Abd al-Ghafar (Ar:روكان رزوقي عبد الغفور)was the head of the tribal affairs office in Iraq under Saddam Hussein. Since the fall of Baghdad during the 2003 invasion of Iraq by the United States and its allies, his whereabouts have been unknown. He is presently #21 on the U.S. list of most-wanted Iraqis (previously #39), and is represented by the "nine of spades" in the deck of playing cards that were printed to accompany the list.
