This is a list of characters who appear in the Cartoon Network animated television series "The Powerpuff Girls".

The Powerpuff Girls

The closing theme to the cartoon, performed by Bis, includes the lyrics "Blossom, commander and the leader; Bubbles, she is the joy and the laughter; Buttercup, she's the toughest fighter". This offers a nutshell description of the three Powerpuff girls' personalities.

Blossom

Blossom (voiced by Cathy Cavadini) has long red hair, pink eyes, and dresses in pink with a red bow on the top of her head and a heart-shaped hairclip when seen from behind. The self-proclaimed leader of the three Powerpuff Girls, she is often seen as the most mature, level-headed and composed member of the group, although she can also be fussy, overbearing, vain, and overly analytical at times. She tends to "mother" Bubbles and Buttercup, and often tries to play peacemaker between the two if they fight (though she is very quick to argue with Buttercup). In the episode "Ice Sore", her special superpower is revealed to be "Ice Breath", though in the same episode she also breathed fire. Blossom also studies Chinese, and knows how to speak it to a certain degree.

Bubbles

Bubbles (voiced by Tara Strong in the series and Kath Soucie in the What-a-Cartoon! episodes) has short blonde hair in two pigtails, light blue eyes, and dresses in light blue. She is known as the"joy and the laughter" and tends to act like the baby of the group (despite being the same age) and is defined by innocence, playfulness and gentle demeanor, having a tendency to be naïve, ditzy, submissive and sensitive, leading to her often being regarded, by friends and foes alike, as the group's weak link. However, she can become very independent and aggressive when pushed, and out of all the Powerpuff Girls she is the most feared by Mojo Jojo after having single-handedly taken him down in a fit of rage in one episode. Her special superpower is that she knows all languages including dog,cat,and so on. (as revealed in the episode "Fuzzy Logic" and again in "Stray Bullet"). She also has the "Sonic Scream"

Buttercup

Buttercup (voiced by Elizabeth Daily) has short black hair in a flip, light green eyes, and dresses in light green. Referred to in the ending theme as "the toughest fighter", she is a tomboy and is easily enraged. Sometimes her aggression gets the better of her, making her reckless and stubborn. She possesses a mean and somewhat vindictive streak not shared by her sisters. She also showed a selfish side in the episode "Moral Decay," to which she knocked out everyone's teeth for money from the toothfairy. She has shown a softer side in several episodes. For example, in the episode "Cover Up", she had a soft green blanket that she was obsessed with that she would hug that gave her the confidence to be a better fighter, and she is quite protective over her sisters. In the episode "Nuthin' Special", her special "ability" is to roll her tongue (Blossom and Bubbles cannot do this, and nor can anyone else in Townsville), she also can turn into a tornado/twister and suck up her opponents and pop them out of the end of her tornado/twister. In the episode "Speed Demon" it was also revealed that she can fly "slightly" faster than her sisters. In "The Rowdyruff Boys", she has a tremendous disdain for resorting to kissing the boys in order to eliminate them, though willingly kisses a boy ridden with which she feared to be "cooties" in a later episode. In the episode "Buttercrush" she also had a crush on the leader of the Gangrene Gang (Ace). During the birth of the girls in "The Powerpuff Girls Movie", she was initially shown to look extremely happy with wide eyes and an open mouthed smile up to the point where, last of the three girls to be named, Professor Utonium said he would name her Buttercup "because it also begins with a B!". Once she heard this, Buttercup immediately pouted. It is also revealed in the movie that Buttercup inspired the other girls to use their powers to fight crime and the forces of evil after she knocks down a giant evil gorilla who caused her to lose her temper with one punch; she initially apologized profusely for her actions, thinking she would get in trouble with everyone.

Citizens of Townsville

Professor Utonium

* Professor Utonium (voiced by Tom Kane): The scientist who creates the Powerpuff Girls. His first name is John, though he introduces himself as "Professor - Professor Utonium". He is fiercely protective of the girls and is a very affectionate and supportive father whose pep talks often bring the girls around when they are discouraged.

Ms. Keane

* Ms. Keane (voiced by Kath Soucie in the "What-a-Cartoon!" episodes and by Jennifer Hale in the series): The Kindergarten Teacher of Pokey Oaks. She wears an orange shirt, red vest, brown pants, and has short black hair and light blue eyes. She even fell in love with the Professor and went on a date with him in "Keen On Keane".

Mayor of Townsville

* Mayor of Townsville (a.k.a Mayor) (voiced by Tom Kenny): The mayor of Townsville who is referred throughout only as "Mayor" (even campaigning with the slogan "vote for Mayor for Mayor"), although he is referred to as "Barney" by his wife in the episode "Boogie Frights". He is short and old with a fringe of white hair around a bald scalp, a thick mustache and a scatterbrained-sounding voice. He wears a monocle and a small top hat that floats just above his head. The early "Meat Fuzzy Lumpkins" episode featured a different Mayor, who had a voice like that of Paul Lynde. He was younger and taller than the Mayor.

Ms. Sara Bellum

* Ms. Sara Bellum (voiced by Jennifer Martin): Mayor's very competent assistant, a statuesque redhead. She handles things the Mayor cannot, which is practically everything. Her face is never revealed onscreen. Whenever she appears, an object will either block her face or the camera will "cut off" everything above her neck. Whenever she is the center of attention (as when Blossom took over her body or when she fought Sedusa) her hair often covers her face. Other onscreen characters often claim that she is very beautiful, with the exception of the abrasive Talking Dog. In the bleak future of the episode "Speed Demon," she expresses an obsessive attachment to the Mayor after he died, suggesting that she may be in love with him. She is named after the cerebellum, probably in reference to her job as the "brains" of the mayor's operation. She attended high school with Sedusa and Femme Fatale prior to the creation of the Powerpuff Girls.

Narrator

* Narrator (voiced by Ernie Anderson in the "What-a-Cartoon!" episodes and by Tom Kenny in the series): The series' enthusiastic but unseen narrator, known for opening nearly every episode with "The city of Townsville!" and ending them with "So once again, the day is saved, thanks to... The Powerpuff Girls!" (except in a few episodes where someone else or another form of the girls gets credit). He will often comment on the proceedings of the episode, and frequently breaks the fourth wall. He is never seen at any point in the series, though he is a person and not just a disembodied voice. He also seems to be the only connection between the audience and the girls, as he can "talk" to both and even be involved, such as Mojo transforming him into a dog. His name is also apparently "Narrator". In the episode "Simian Says", he is kidnapped by Mojo, who promptly takes his place as the episode begins, granting Mojo the power to narrate the story as he sees fit; the girls have no choice but to go along with the narrative until they accidentally blast Mojo, suggesting that the Narrator has absolute power over the story, though he never seems to exercise it himself.

The Talking Dog

* The Talking Dog (voiced by Tom Kane): A small white dog with black ears and nose and a black spot on his back, wearing a red collar with yellow dog tag. He mostly appears as a background character, but always has something to say. In the episode "Shut the Pup Up", he was taken in by the Girls when he became the sole witness to a mystery crime. When he stays with the girls he is shown to be blunt, abrasive and insulting, though his demeanor remains straightforward and earnest. In "Mo Linguish," he was the only one in the city whose English was good enough to reverse Mojo Jojo's language lessons. If one watches "The Powerpuff Girls Movie" before any other episode (since it serves as a prequel to the series), the first thing he says is, "Thank you," which he says after the girls save the town from Mojo Jojo for the first time, and after Buttercup (reluctantly) takes the time to save him three times in a row.

Mitchel "Mitch" Mitchelson

* Mitchel "Mitch" Mitchelson (voiced by Tom Kenny): The bully at Pokey Oaks Kindergarten. Mitch has brown hair, and wears a black T-shirt with the words “MITCH ROCKS” on the front. Usually talks in a gruff voice; he torments the kids in the class in a few episodes, though he is not a major threat. His laugh is almost the same as that of Popeye. He is Buttercup's close friend, according to Buttercup in her interview on "The Powerpuff Girls Movie DVD." She has a crush on him, yet she never says it.

Villains

Mojo Jojo

* Mojo Jojo (voiced by Roger L. Jackson): A mad scientist chimp with great intelligence, notable for his pseudo-Japanese accent and his overly convoluted manner of speaking. As revealed in the episode "Mr. Mojo's Rising", and again in "The Powerpuff Girls Movie", Mojo Jojo was Professor Utonium's lab assistant, Jojo, before Professor Utonium created the Powerpuff Girls, and it was he who caused the Professor to accidentally add Chemical X to the mixture (thus making him responsible for their creation). He is the Powerpuff Girls' most frequent villain. He has a huge, exposed brain under his hat, and has super strength; however, he can only use it when he flies into a rage, as seen in the episode "Forced Kin" (a chimpanzee is, in fact, about four times as strong as an adult male human, so perhaps it represents an enhancement of his latent natural talent). While he is portrayed as serious and arrogant, he is often used to make humorously long speeches or sarcastic statements, and has a tendency to rephrase a statement three times in a row. He has even sometimes shown a slightly caring attitude toward the girls, most notably when he babysits them in the episode "Child Fearing". He is also slightly scared of them, particularly Bubbles. His most frequent utterance is, "Mo-Jo-Jojo!" Saying Mojo slowly and quicker on Jojo. When Bubbles became Mojo-esque in one episode, she too said this. It's revealed in the episode "Child Fearing" that he works as a chef in a Japanese restaurant.

Fuzzy Lumpkins

* Fuzzy Lumpkins (voiced by Jim Cummings): A large, husky, furry pink bear-like hillbilly monster with a wide jaw, a green nose, two antennae on his head and bib blue overalls. He is the first villain ever to be introduced in the series, appearing in the pilot "Meat Fuzzy Lumkins" where he turned the people of Townsville into meat. He talks with a Southern accent, and will shoot anything he finds trespassing "on his property". He lives in the woods next to the city of Townsville. He is also prone to destructive fits of rage, sometimes gaining enough physical strength to almost overpower (and sometimes intimidate) the girls. His only friend is a banjo he calls Joe, although he has a vast clan of cousins, all of whom heavily resemble him.

Him

* Him (voiced by Tom Kane): A mysterious, super powerful, red-skinned, effeminate, apparently androgynous and immortal devil-like creature. His physical appearance is an amalgamation of sorts with crab-like claws, lobster-like skin, pointed ears, a hooked nose and a long, curled beard, wearing makeup, a woman's red jacket and skirt with pink tulle at the collar and hemline, and black, thigh-high, spike-heeled boots. It's implied that he may be Satan, but, according to the narrator in Him's first appearance, he is so evil that his real name "can never be said". He is the ultimate embodiment of pure evil, and talks in a chilling voice that echoes at all times as if in a cave, the voice itself can vary from a high pitched falsetto voice, to a deep, booming, demonic voice. Unlike most villains, who prefer to antagonize Townsville by themselves, Him disguises himself or creates psychological events or catastrophes which he uses as an attempt to cause the Powerpuff Girls to break mentally. He has shown numerous satanic forms, most of which are revealed in hell or apocalyptic situations or realms. His powers are so great that he is able to resurrect and improve The Rowdyruff Boys, and also move and halt the sun itself. The Powerpuff Girls themselves are often unsure how to fight him. It was Him who, in an alternate future without the Powerpuff Girls to stop him, controlled Townsville (again, in the episode "Speed Demon") and having gained control of the world, his own powers were so great that even the Powerpuff Girls could not harm him. In this setting, he was also able to change into a much larger and more sinister-looking version of himself. The scene in the episode "Tough Love" that depicts Him hovering above Townsville sowing the seeds of hatred in the minds of the citizens is probably a parody or a tribute to the scene in F. W. Murnau's 1926 adaptation of Faust which depicts Mephistopheles hovering above the sleeping town sowing the seeds of plague. Despite being the "ultimate evil" it's revealed in the episode "Him Diddle Riddle" that he has a normal job as the owner of a diner where Professor Utonium once ate his breakfast. Craig McCracken has stated that the character "Him" was inspired by the Chief Blue Meanie in the 1968 "Yellow Submarine" filmcite web | url=http://fridays.toonzone.net/interviews-mccracken.html | title=Who inspired Him? | publisher=Cartoon Network | accessdate=2008-02-24] . This can be seen in Him's character, as both have two major speaking tones: high-pitched and feminine, and aggressive and foreboding.

The Gangreen Gang

* The Gangreen Gang: A gang of teenaged hoodlums that are green-skinned and unhealthy looking (as if suffering from gangrene). They originally appeared alongside the The Amoeba Boys in McCracken's original short, "Whoopass Stew" as the villains the girls are shown fighting in the introduction (rather than "every" major recurring villain on the show). They are a tribute to the work of cartoonist Ed Roth, particularly Rat Fink.
** Ace (voiced by Jeff Bennett): The Gang's leader, Ace is a mean-spirited, bullying, opportunistic rogue. He sports a slick-back hairdo, a colored vest-jacket, a pair of shades and even fangs. As the Gang's smartest member, he is the instigator of most of their antisocial activities, and he does possess a certain charismatic charm that allows him to sweet-talk people who ought to know better, such as Miss Keane and even Buttercup in the episode "Buttercrush". His full name is Ace D. Copular.
** Snake (voiced by Tom Kenny): Snake is a slippery character with a forked tongue, a skinny body and a hissing voice. He seems to be the Gang's second-in-command, but mostly this means that he is reduced to a snivelling yes-man to Ace. He does have some personality of his own, but it is usually silenced due to Ace punching him when he speaks out of line. It is revealed in "School House Rocked" that his real name is Sanford D. Ingleberry.
** Grubber (voiced by Jeff Bennett): Grubber is the Gang's most physically grotesque member--hunchback, untidy hair, grubby clothes and protruding eyes, resembling an Ed "Big Daddy" Roth cartoon, a zombie and Quasimodo from "The Hunchback of Notre Dame". He also appears to be mostly mute, communicating instead through blowing a raspberry. He does, however, occasionally demonstrate unexpected talents, such as playing the violin, speaking eloquently or performing impersonations (at first, they were so obvious it was a wonder how he fooled anyone, but later he was able to do them perfectly). His full name is Grubber J. Gribberish.
** Big Billy (voiced by Jeff Bennett): A hulking fat colossus who acts as the Gang's muscle. Though he does at times display a childlike innocence, he mostly just does the bidding of his more savvy and vindictive friends. In the episode "School House Rocked", it is revealed that his real name is William W. Williams and that he is a Cyclops. In one episode, he was saved by the Powerpuff Girls and began following them everywhere out of sheer gratitude, but eventually he became more of a hindrance then a help and the Powerpuffs hatched a plan to reunite him with the Gangreen Gang.
** Little Arturo (voiced by Tom Kenny and by Carlos Alazraqui in two episodes): A malevolent Mexican midget, Li'l Arturo seems to take the most amusement from the Gang's activities. He carries around a switchblade-styled comb he calls "Maria". He has a rather prominent underbite. His full name is Arturo De La Guerra, which is Spanish for "The Art of War", a reference to the work of Chinese philosopher Sun-Tzu.

The Amoeba Boys

* The Amoeba Boys (voiced by Chuck McCann): A gang of amoebae who were the villains featured in McCracken's original short, "Whoopass Stew". They reappeared in the "World Premiere Toons" "Crime 101". With their gangster-ish affectations, these aspiring criminals would love nothing more than to be regarded as serious villains. Unfortunately, their brains are too primitive to devise a crime above the level of littering or jaywalking (in contrast to the original short, where they are seen having successfully robbed a bank and using their semi-solid bodies to stick to the girls and create a dilemma for them); indeed, they considered stealing an orange to be their greatest crime ever (in the episode "Divide and Conquer"). They are definitely Townsville's least malicious villains, even having a friendship-of-sorts with The Powerpuff Girls. They are generally harmless, but their actions have on several occasions endangered both the girls and the town purely by accident. The greatest threat they have posed to Townsville and the girls was in "Geshundfight," when they each caught a cold that, when merged with their DNA, created a severe virus that quickly spread through the city, making even the healthiest person fall ill instantaneously. It wasn't until the girls, who were also infected, acquired their DNA (after a brief and very easy fight, despite the fact they were all very sick) so Professor Utonium could create an antidote he soon dispensed to the town, curing them just as quickly.
** Bossman, leader and general spokesman of the Amoeba Boys. He wears a gray fedora and has a voice very similar to that of Edward G. Robinson.
** Junior, the little one. He wears a black cap and sounds like a typical gangster underling.
** Slim, the tall one. He wears a brown fedora and sounds like a typical gangster underling.

The Rowdyruff Boys

* The Rowdyruff Boys: Evil male counterparts of the Powerpuff Girls created by Mojo Jojo from snips, snails, and puppy dog tails (based on the Nursery rhyme entitled "What are Little Boys Made of?") in a prison toilet. They are violent bullies and are more powerful than the Powerpuff Girls. Although the girls, after coming back from being defeated by the boys, destroyed them in their first appearance by kissing them (the episode "Rowdyruff Boys"), the boys were later resurrected by Him in the episode "The Boys Are Back in Town" (the title being a possible reference to the Thin Lizzy song). Each boy can be seen as a male (and evil) variation on their female counterpart:
** Brick, Blossom's equivalent, is the abrasive, short-tempered leader who possesses little of Blossom's tactical logic. Often goes off on gloating tangents that even irritate his brothers. (voiced by Rob Paulsen)
** Boomer, Bubbles's equivalent, is a loud-mouthed dimwit, as opposed to Bubbles' naive sweetness. Bubbles stated in the episode 'The Boys are Back in Town' that she thought Boomer was "cute." (voiced by Rob Paulsen)
** Butch, Buttercup's equivalent, is a hyper-aggressive borderline psychotic, exceeding Buttercup in both bloodlust and rage. He has a tendency to twitch when he gets particularly excited. (voiced by Roger L. Jackson)

Sedusa

* Sedusa (voiced by Jennifer Hale): A young, beautiful mistress of disguise and seductress who uses her feminine wiles to influence men to do her bidding. When her identity is revealed, she often fights with her whip-like hair which she can control. In her introduction episode ("Mommy Fearest"), she posed as an ordinary woman "Ima Goodlady", which in fact, was her name in high school, as revealed in Ms. Bellum's high school yearbook in the episode "Something's a Miss". She tried to manipulate the Professor against the girls. She becomes powerless when her hair becomes wet. In one episode, she had the ability to whip off globs of sticky hair gel adhering people to walls. Her name is a combination of seduce, which she does quite often, and Medusa. In the episode "Something's a Miss", it was revealed that Sedusa, Ms. Bellum, and Femme Fatale had attended high school together.

Princess Morbucks

* Princess Morbucks (voiced by Jennifer Hale): Princess is a spoiled, insecure little rich girl, whose partially unseen and mostly mute "daddy" allows her to finance various evil plots to destroy the Powerpuff Girls. In "Stuck Up, Up, and Away" she is told by Buttercup that you can't just buy superpowers, and she retorts, "Oh yeah, tell that to Batman!" Her hatred of the girls stems from her deluded rebuffed attempt to become one of them.

Minor characters

Villains

* Femme Fatale (voiced by Grey DeLisle): A petty criminal wearing a white jumpsuit (with the biological symbol for the female sex—a circle with a cross pointing down—emblazoned on it in blue that forms the collar and the cross that reaches down the front) who hates men to a fault, especially on dollar bills and coins. She carries a firearm of similar design, with the free end of the cross as the muzzle and a pistol grip added near the point where it joins the circle. She wears headgear in the same motif; the circle sits atop her head, with the horizontal bar of the cross extended to form a mask over her eyes and the vertical bar shortened to stop over her nose. She has long blond hair. She prefers to steal "Susan B. Anthony" coins. However, she has no idea who Susan B. Anthony really is; she uses the feminist issue merely as a tool for furthering her own ends. She also seemed to like the girls, thinking that the city belittled their talents, and had told them that female superheroes aren't nearly as appreciated as male superheroes. Appears in the episode "Equal Fights."
* The Cat (voiced by Mark Hamill): A white cat with two yellow-orange eyes. In the episode "Cat Man Do", the girls defeat a villain who carries a white longhair cat and keep the cat. It is revealed that the cat had hypnotized his master into doing his evil deeds, and later does the same to Professor Utonium. The cat is left stuck in a tree after the girls rescue the Professor and defeat the cat.
* Abracadaver (voiced by Frank Welker): Once a successful stage illusionist and goateed, mustachioed magician named Al Lusion, Abracadaver is an evil demented zombie magician with a bad Russian accent. He tried to wreak revenge on Townsville after dying in an Iron Maiden. He hypnotized Blossom, making her believe that she was a reincarnation of the little girl that led him to his death. The girl in question exposed his trick which caused a series of humiliations which lead to his aforementioned demise. He tries to throw Blossom in the same Iron Maiden, but he himself is instead thrown back in the Iron Maiden by Blossom's trick. Appears in the episode "Abracadaver". His former name is meant to be a pun on "illusion". However, it instead comes out as the similar-sounding word "allusion".
* Roach Coach (voiced by Roger L. Jackson): A fat, ugly, disgusting old man with two long hairs on the top of his head, is often shown with armpit hair, and a low, gravelly, and dripping voice with contempt and wearing dirty undershirts and old shorts. He commands an army of roaches that the Powerpuff Girls hate so much. He's actually a cockroach himself, commandeering a robotic body. He was imprisoned in a jar in a cell. Appears in the episode "Insect Inside".
* The Broccoloids (voiced by Jeff Bennett): Alien invaders who resemble broccoli. They sought to control Townsville through mind control spores in vegetables. The Powerpuff Girls, along with the children of Townsville and the Town of Farmsville, defeated the Broccoloids by eating them up. Appear in the episode "Beat Your Greens".
* The Dooks of Doom: A trio of trouble-making biker characters who speaks in near-complete gibberish. Weasel is a small weasel riding on a motorized scooter, Pink, a larger, pinkish, pig-like fellow wearing a long red cape and riding a Motocross-style chopper, and Gol-Gor, a similar, still larger greenish beast piloting a small tank. All three wear iron helmets with spikes on their crowns, similar to those used by German soldiers in World War I, and Pink and Gol-Gor also sport ammunition belts. Appear in the episode "Girls Gone Mild".
* Major Man (voiced by Jeff Bennett): An archetypal superhero with a prominent chin and blond hair wearing white suit, blue boots and gloves and a red cape behind him. He came to Townsville trying to take the Girls' place as town heroes. However, it was discovered he was nothing but a big fraud—he set up his own crimes, and, although he did seem to have real superpowers, was completely incapable of stopping real crimes. The girls made him leave Townsville after setting up their own fraud. Appears in the episode "Major Competition".
* The Boogie Man (voiced by Kevin Michael Richardson): A legendary monster and a huge, muscular humanoid creature with lumpy blue flesh and white platform shoes. He tried to block out the sun with a giant disco ball (about the size of the Death Star from the "Star Wars" series of films; it suffers a destruction similar to it) so all the monsters could party on Earth forever. He rides in a white limo that changes into a spaceship when he chases the Powerpuff Girls into space. Bubbles destroys the ball with her laser vision, and Blossom and Buttercup send Boogie Man's ship spinning out of control (an obvious parody of the Death Star battle in Star Wars). Appears in the episode "Boogie Frights". It is unknown what became of Boogie Man after this event, but all his henchmen disappeared after their exposure to sunlight. Boogie Man later appeared in an in-between Cartoon Network segment.
* Mr. Mime: Formerly a happy-go-lucky clown named Rainbow until a truck of bleach hit him, transforming him into an evil mime bent on making the world silent and without color, just like him. He returned to normal and good again at the end of the episode but is beaten up by the girls and thrown in jail anyway, an act that offended many viewers. Appears in the episode "Mime For a Change" and return as the good old Rainbow the Clown in the episode "Birthday Bash". He is voiced by Tom Kenny. Since then he has been seen as a background character. Not to be confused with Mr. Mime from "Pokémon".
* Lou Gubrious: A villain from the episode "Frownsville"; Inventor of the "Miseray", his name is a homophone of the word "lugubrious", which means mournful. He is chubby and bald and has buck teeth, glasses, clothing very much like the Professor’s, and a small gray cloud floating over his head and is constantly sad. When happy and bespectacled, he wears a bright red coat too small for him, with a pink flower in the lapel; a blue bow tie with yellow polka dots; a small red hat parked atop his hairless pate; orange pants. He carries a walking stick topped by a large gold bulb, and there are roses in his cheeks. At the time, he called himself Hal Larious (a homophone on the word hilarious. Lou is a scientific genius like the Professor. His background history is unknown.
* The Smiths: The Girls' apparently dull and ordinary but covertly bitter and evil next-door neighbors. First they appear in the episode "Supper Villain". Average Harold was so incensed by the perfection of the Professor and the Girls that he became an inept super-villain hoping to defeat them. When his wife, Marianne, invited the Girls and Utonium over for dinner, Harold took the opportunity to try to destroy them and took Professor as a hostage during the whole dinner, but all he really did was cause a ruckus and ruin the meal. Upon his release from jail in the episode "Just Desserts", Harold's family joined him as a team of equally inept super-villains (albeit with better costumes), as Marianne's payback for their ruined dinner. The Smiths drive a nasty-looking black vehicle called "Smith family minivan". They were sent to jail in "Just Desserts" for ruining The Powerpuff Girls' home and haven't been seen since. When the Smiths' house becomes vacant, the Schneider family (which includes a girl named Robin) moves into that house.
** Harold (voiced by Jeff Bennett): An average suburban factory worker whose ineffectual and timid exterior hides a secret passion for evil. He had as a weapon an adapted hair-dryer that could melt Professor's head, but never actually had an opportunity to use it, so it's unknown if it really worked.
** Marianne (voiced by Kath Soucie): Harold's very tanned wife with an incessant grin whose excessive perkiness barely disguises a vicious, shrewish side. She wields two large meat-tenderizer mallets, which she swings about herself before bringing them down in a crushing blow.
** Julie (also voiced by Kath Soucie): A simple-minded, beady-eyed pudgy little girl with a long blond ponytail whose life revolves around playing jacks. Initially she didn't hate the Powerpuff Girls, but joined her family in their revenge just because the Girls lost her jacks.
** Bud (voiced by Christine Cavanaugh): A sullen, green-haired, angst-driven teen with braces who hates everything, especially his boring dad. He throws a couple of punches and then puts up the bullhorns with both hands.
* Dick Hardly: Professor Utonium's former roommate in high school, and always takes advantage of Utonium and comes up with get-rich-quick schemes. Thus, his heart was "filled" with greed and hatred, even towards his own creations - thus he never gave his creations love. He tricked the Powerpuff Girls into giving him Chemical X, and created the Powerpuff Girlz Xtreme, commercialized, mass-produced versions of the Powerpuff Girls. He accidentally drank Chemical X, turning into a monster, and was destroyed. Coincidentally, his name can be taken as a rather explicit innuendo if reversed (or most likely a parody of Dirk Gently, Douglas Adam's character from Dirk Gently's Holistic Detective Agency). He bears a slight resemblance to Dexter's father from "Dexter's Laboratory" with a voice that sounds like Dexter's father, which is not surprising since he is voiced by Jeff Bennett. Appears in the episode "Knock It Off". Later he took the Chemical X and transform into a very muscular monster having a very similar resemblance to Johnny Bravo and speaks with a deeper, reverberating tone that radiates sheer fury. He appears to be the inspiration behind minor character Kip Snip, in Foster's Home for Imaginary Friends, another series created by Craig McCracken.
* Lenny Baxter (voiced by Tom Kenny): A Powerpuff Girls memorabilia collector who looks and acts like a stereotypical otaku. His appearance is similar to that of the Comic Book Guy from The Simpsons. He can accomplish what other super villains cannot do—catching and sealing the Powerpuff Girls off in boxes. Appears in the episode "Collect Her". Later appeared in Cartoon Network segments where he points out seemingly unnoticeable things in episodes of "The Powerpuff Girls" and "Dexter's Laboratory".
* Officer Mike Brikowski (voiced by Jeff Bennett): A fat, lazy police officer with sunglasses and a white mustache who, when fired, blames the Girls because they were "taking away the work of good cops" and allowing the police chief to lay off his workers by making cutbacks. He tries to kill the Girls with powerful acid but ends up arrested and jailed before he could destroy them. Loves and can't get enough donuts and promotions. Appears in the episode "Cop Out".
* Steve the Monster (voiced by Dee Bradley Baker) : A giant slimy teal blob-like monster with a vertical mouth from Monster Isle who came to Townsville to fight the Powerpuff Girls. When the Powerpuff Girls adopt new personas (rendering them relatively useless as super heroes), Steve gives them a pep talk about how they don't need gadgets, angst, etc. It was him who revealed the existence of Monster Isle and the necessity of the monsters to fight the Girls and return as a hero. Along with Fred the Monster he is the only monster able of talking normally. Appears in the episode "Super Zeroes". His design is based of Hedorah the Smog Monster from the Godzilla franchise.
* K.A.R.R. (voiced by Tom Kenny): A car with artificial intelligence and loads of hi-tech functions, probably a tribute to Knight Rider, where another K.I.T.T.-like car named K.A.R.R. appears twice. K.A.R.R. can transform from a car to a robot and can talk which is a reference to the Transformers. Appears in the episode "Coupe D'Etat".
* Powerpuff Bluffs (Prisoners 253, 002 and 017) (voiced by Jeff Bennett and Kevin Michael Richardson): Three criminals (red-haired 253, black 002 and big white 017 with green-dyed hair cut in a Mohawk and long scars on his cheeks) that disguised themselves as the Powerpuff Girls to escape from prison. They first tried to rob the bank and a jewelry store and take the mayor and Ms. Bellum captive, but all 3 crimes were prevented by the Powerpuff Girls, so they used the Powerpuff Girls disguises to commit crimes without anyone realizing who they really are. They commit various crimes, and everyone in Townsville actually believes they are the Powerpuff Girls, but Ms. Bellum managed to recognize them, because these guys called her "Sweet Cheeks". Appear in the episode "Powerpuff Bluff".
* The Gnome (voiced by Jess Harnell): An unnamed gnome wearing glittering red robe and pointed cap, pinpoint red eyes, brown hair and beard who is sent by the elder spirits of the Earth to answer the Powerpuff Girls' wish for peace, in exchange for their powers. However, he then turns the entire city of Townsville into his followers, taking away their freedom. He is defeated by the Powerpuff Girls, who got their powers back since the Gnome went back on his deal by allowing his own evil into the world. Appears in the musical episode "See Me, Feel Me, Gnomey", which never aired.

Miscellaneous

* Elmer Sglue (voiced by Jeff Bennett): A classmate of the Girls who is constantly made fun of for eating paste. He wears thick glasses and a smear of paste around his lips, and he has a very timid voice. His name is a play on Elmer's Glue, a famous brand of adhesive for schools. Upon eating a radioactive fly in the episode "Paste Makes Waste", Elmer turns into a giant paste-monster, who is only calmed down when Buttercup apologizes for being mean to him. As a monster he had unlimited supply of glue and instantaneous regeneration. His glue could be hardened by the girls' heat vision. Later in the series Elmer is seen as a background character in non-glue monster form.
* Mike Believe (voiced by Aaron Spann): A new student at Pokey Oaks Kindergarten. He has light brown hair and a grey T-shirt with a black O on it and he first appeared in the episode "Imaginary Fiend", he was a shy and somewhat lonely kid that's until he unknowingly created an imaginary friend called Patches who later causes trouble in the class and Mike gets blame for it. But Bubbles figured out that it wasn't Mike's fault so she and the rest of the girls created an imaginary friend of their own to combat Patches. In the end, Bubbles decides to be Mike's friend since that's what he had wanted. His name is a pun on the word make-believe.
* Robin Schneider (voiced by Julie Nathanson): The girls new next door neighbor who just moved in to Townsville. She has long brown hair with bangs, blue eyes and a white T-shirt with a green apple on it and she first appeared in the episode "Super Friends", who at first befriended the girls just after she moved in but later got disappointed that the girls have to leave her to go off to fight crime during their own activities. That's until Princess decided to take advantage of her by pretending to be friends with her then manipulate her into stealing candy so she can look as if she apprehended her in order to be a Powerpuff Girl but failed. Afterwards, Robin realize that the girls are still friends with her even when they're are called in action.
* Twiggy (voiced by Frank Welker): The class's pet hamster. Twiggy was mutated after being flushed and contaminated by the toxic waste in the sewers in the episode "Getting' Twiggy With It", and almost ate Mitch (who was in charge of caring for Twiggy, but mistreated the hamster instead). He was supposedly restored its normal state afterwards like Elmer Sglue. The bright green toxic waste that mutated Twiggy was similar to the one that mutated Elmer Sglue.
* Mr. Green (voiced by Tom Kenny): A substitute teacher for Ms. Keane in the episode "Substitute Creature", with long white hair, green skin similar to the Gangreen Gang, a patch over on eye and a scar underneath it, a cloak made of shadow and horns like a devil. He is at first mistaken for an evil monster by the Powerpuff Girls. Note: The Powerpuff thoughts of Mr. Green was that everyone was at the age of teenagers except Mr. Green and all in manga like style.
* The Sandman (voiced by Greg Eagles): The sandman, tired of never being able to sleep, puts the entire world to an eternal, deep and peaceful sleep so he can get some well-deserved rest himself. He fills a machine he created to do just that. When the Powerpuff Girls are affected by his sleeping spell, they learn they can control what happens in the dream world. They do this to go into the sandman's dreams to give him such a horrible nightmare that he swears to never sleep again. All of the characters' lines in this episode ("Dream Scheme") were in rhyme form. The sandman resembles a short purple man in a blue nightgown and nightcap, with a beard, a bit Scatman Crothers-like voice and yellow, tired eyes.
* Powerpuff Girlz Xtreme: Commercialized and mass-produced versions of the Powerpuff Girls, created in the episode "Knock It Off" by Professor Dick, who marketed these girls internationally to fight off local crime. Originally they resemble the Powerpuff Girls, but later on Professor Dick reduced their ingredients and created deformed and weak versions. They turned against him after seeing Professor Utonium showing love for the Powerpuff Girls, something Professor Dick never showed them.
* The "Run Of The Mill" Girls: Versions of the girls if they were created without the use of Chemical X named Bertha, Beatrice and, Betty (once again following the "B" naming running gag). While they have the trademark eyes of the PPG, only bright black, they also have noses, ears, fingers and flat feet with toes. Without Chemical X, they have no superpowers. These girls are nothing more than a dream of the Professor in the episode "Oops, I Did It Again".
* The Powerpuff DYNAMO: (DYnamic NAnotechtronic MOnobot) is the robot, enormous, looking very much like the girls and combing hair element from the styles of all three girls—Blossom’s bow, Bubbles’ pigtails, and Buttercup’s part designed and created by Professor Utonium to help the girls save little Tokyo Townsville from the evil Giant Fishballoon (a giant blowfish monster) in the episode "Uh Oh Dynamo", after the girls were beaten having failed to do any damage to the monster itself, but because the girls did more damage to the city than normal, The Mayor ordered the girls to never use her again. However, the subsequent sequel, "Live And Let Dynamo", is centered around her destruction of the city, in which ironically, this time the Mayor was the culprit piloting her (it is worth noting that this time, The Mayor and the girls cause far more damage to the city than Dynamo's battle with the giant fish balloon initially did). She is adopted from Ultraman and some Super Sentai/Power Rangers elements.
* Bunny (voiced by Christine Cavanaugh): Bunny is the fourth Powerpuff to be made by the girls, themselves, after they tire of saving the city. She is composed of unstable ingredients imitating those used to create the original girls, which causes her to explode at the end of the episode. She wore a purple outfit, and was much larger than the girls with a hunched back. She seems to be based on Bizarro. Appeared in the episode "Twisted Sister".
