Tactical victory

A tactical victory is a victory in which the losses or gains for one side out-weigh those of its the enemy.

An example would be the Battle of the Coral Sea.The battle was a strategic victory for the Allies because they stopped a Japanese invasion, but the Japanese lost fewer ships (the Allies lost one fleet carrier, one destroyer and one oil tanker while the Japanese lost one light carrier and one destroyer) so it was a tactical victory for the Japanese. A tactical victory may also be a victory that results in no substantial or long-term gains.
