Maj. Gen. Bhuwan Chandra Khanduri, AVSM (Retd), also known as Bhuvan Chandra Khanduri or B.C. Khanduri, (Sanskrit: भुवन चन्द्र खंडूरी; born 1 October 1934) is the incumbent chief minister of Uttarakhand, India, since 2011/09/10[1], a post he also held from March 8, 2007 to June 24, 2009. He was also a member of the 14th Lok Sabha of India. He represented the Garhwal constituency of Uttarakhand and is a member of the Bharatiya Janata Party (BJP) political party. He is also a former minister in the Indian federal government.

Early life

Born in 1934 in Dehradun in Uttarakhand he studied at Allahabad University, College of Military Engineering, Pune, Institute of Engineers, New Delhi and Institute of Defence Management, Secunderabad.

Army career

He served in Corps of Engineers, Indian Army from 1954 to 1990. In 1982 he was conferred Ati Vishisht Seva Medal (AVSM) by the President of India for distinguished services in the Indian Army. He was a meritorious student.:dlvj'ldsvzl;cxv

Entry into politics

After retirement he joined politics and was elected to Lok Sabha from Garhwal in Uttarakhand in 1991 and in subsequent elections.He was the minister of state (with independent charge) of the Road, Transport and Highways Ministry from 2000 to 2003 in the government headed by Atal Bihari Vajpayee. He was elevated to cabinet rank in 2003, and held the post until the NDA government lost power in May 2004. He is a senior leader of Bharatiya Janata Party, having served on various parliamentary committees. As a minister, he implemented BJP's prestigious National Highways Development project with efficiency and speed.

Chief Minister

In February 2007, he led the BJP to victory in assembly elections in Uttarakhand and was subsequently chosen to be the new Chief Minister of the state. His runner-up in the 2004 Lok Sabha poll, T.P.S. Rawat, has resigned from Dhumakot seat with expectation for Khanduri to contest this seat when its bye-election is held. Rawat is subsequently expected to contest Khanduri's Lok Sabha seat. Earlier, independent MLA Rajendra Singh Bhandari had also offered to resign and make way for Khanduri.

Among Khanduri's first accomplishments as Chief Minister has been to cut expenses by reducing security to politicians and administrative officials, cutting back on their allowance for foreign trips and has restricted the use of the Chief Minister's discretionary fund to only district magistrate-approved projects. Following his election, he toured all but one district of Uttarakhand to assess the peoples' concerns.

After the defeat of all five Lok Sabha seats in General election 2009, he had to resign in June 2009. He again became chief minister of Uttarakhand on 10th September 2011 replacing Ramesh Pokhriyal..
